Retired teachers can continue teaching under contract
From September 1, 2026, according to Circular 59/2026/TT-BGDĐT, retired teachers can continue to teach under contracts and on visiting lectures.
The signing of the contract must ensure the principles of voluntariness, equality, publicity, and transparency; be consistent with the development needs of the education institution's staff and not affect the recruitment and training plan for successor staff.
Applying the framework of the new national education system
According to Clause 1, Article 5 of Decision 38/2026/QD-TTg, education programs in the national education system are divided into 9 levels from level 0 to level 8.
Level 0: Preschool education program.
Level 1: Primary education program and literacy program for people who have not completed primary education.
Level 2: Secondary education program and equivalent education programs.
Level 3: High school education program, equivalent education program and elementary level training program.
Level 4: Intermediate level training program.
Level 5: College level training program.
Level 6: University-level training program.
Level 7: Master's training program.
Level 8: PhD training program.
Applying the new Vietnam National Qualifications Framework
According to Decision 39/2026/QD-TTg, the Vietnam National Qualifications Framework includes 8 levels of qualifications from level 1 to level 8, arranged according to the increasing complexity of knowledge, skills and the level of autonomy and personal responsibility of learners.
The levels of qualifications in the Vietnam National Qualifications Framework include:
Level 1: Demonstrate the ability to perform simple, repetitive tasks and tasks according to procedures or instructions, under direct supervision.
Level 2: Demonstrate the ability to perform and solve one or more basic and predictable tasks of a profession under general supervision.
Level 3: Demonstrate the ability to proficiently perform the tasks of the industry and profession in relatively stable working conditions and familiar environments.
Level 4: Demonstrate the ability to perform and solve tasks of the industry and profession in changing conditions.
Level 5: Demonstrate the ability to perform and solve complex and unpredictable tasks of the industry and profession.
Level 6: Demonstrate the ability to apply comprehensive knowledge and critical thinking to analyze, synthesize, and solve complex problems in a diverse career context.
Level 7: Demonstrate advanced knowledge mastery ability; have the ability to research, develop and apply in-depth knowledge.
Level 8: Demonstrate the ability to create new knowledge, develop new theories or methods, or solve practical problems in the professional field or society.
Increasing the right to exploit open educational resources in higher education
According to Circular 61/2026/TT-BGDĐT, open educational resources are learning materials serving teaching, learning and research activities in many different formats such as textbooks, lectures, reference materials, online courses, multimedia learning materials, learning data and other educational resources.
These resources may be public or copyrighted but are issued under an open license, allowing users to access them to retain, reuse, modify, combine, and redistribute them according to the provisions of the open license.
New regulations on compiling preschool education materials
According to Circular 60/2026/TT-BGDĐT, the guidance document for implementing the preschool education program is a document compiled or assigned by the Ministry of Education and Training to guide educational management agencies, preschool education institutions, management staff, teachers and educational support personnel to implement the preschool education program.
Members of the Editorial Board must have a university degree or higher, have a minimum working time of 05 years in a suitable field and meet the standards in Clause 2, Article 5 of the Circular.
New regulations on recognition of foreign degrees in Vietnam
According to Circular 65/2026/TT-BGDĐT, degree recognition is the confirmation of the level of learners recorded on the degree according to the education system of the country where the foreign educational institution has its headquarters and determines the level equivalent to the level in the Vietnam National Qualifications Framework when there is a suitable basis for comparison.
The Circular also stipulates the conditions for recognizing foreign degrees in Vietnam, such as:
Educational institutions are licensed by the competent educational authority of the country where the head office is located to train and grant diplomas;
Being accredited by a qualified educational quality accreditation organization and diplomas recognized by a competent authority;
The education program is accredited, licensed for training and the degree is recognized according to the regulations of the degree granting country.
Innovating the process of building a higher education program
According to Circular 62/2026/TT-BGDĐT, the program must ensure objectives, output standards, learning volume, core knowledge content, teaching methods, testing, assessment and quality assurance conditions; and must ensure feasibility and compliance with current legal regulations.
Circular 62/2026/TT-BGDĐT has established a unified process in developing the curriculum for teaching and learning compulsory subjects and modules for common use, from the stage of compiling, collecting opinions, appraising to promulgation.
