According to the guidance of the Ministry of Education and Training, the district -level management contents will be transferred to the provincial -level specialized agencies and the People's Committee of the commune when arranging and reorganizing the two -level local authorities.
In particular, the People's Committee at the commune level will perform the function of state management of education for secondary schools, primary schools, and preschools. The Department of Education and Training advised the Provincial People's Committee to perform the function of state management of education for other educational institutions.
Especially related to teacher recruitment, according to the Ministry of Education and Training, the People's Committees at the commune level will have the authority to directly manage the organization and personnel of community learning centers; regularly update the team of teachers and teachers and education management staff under their management into the national database on education.
Direct the recruitment of preschool teachers according to the number of employees approved by competent authorities. The People's Committees at the commune level also decide on the number of labor contracts for job positions in educational institutions under their management, ensuring the sufficient number of people working to implement the educational program according to regulations.
And the Department of Education and Training will have the authority: Advise the competent authority to decide on job positions and civil servants of educational management agencies in the province in accordance with the law; Advise to submit to competent authorities to decide employment positions, the total number of people working in public educational institutions under the province's management according to the provisions of law.
The Department of Education and Training will preside over or decentralize the implementation of recruitment, use, appointment, change of professional titles, training, fostering, and evaluation for teachers and managers of non-public educational institutions in the province according to regulations.
At the same time, ensure enough staff for education management civil servants, enough number of people working according to the approved job position project, meeting the conditions for ensuring educational quality, being responsible for explaining educational activities, education quality...
