The conclusion stated that the Government Party Committee directed: The Ministry of Home Affairs should promptly advise on the issuance of documents amending and supplementing regulations on organizational apparatus, staffing, recruitment, evaluation, planning, training, and fostering cadres according to new regulations of the Politburo so that localities have a basis for consensus in implementation;
Coordinate the implementation of training, fostering, and coaching to improve the capacity and professional skills of commune-level cadres and civil servants, especially young cadres, part-time cadres and cadres in charge of information technology and digital transformation; urgently issue regulations on criteria and procedures for arranging villages and residential groups; coordinate with relevant ministries, branches, and localities to guide the arrangement and arrangement of local non-professional workers to organize implementation, contributing to improving the quality of activities of self-management organizations of the residential community in the area;
Guiding the functions, tasks and powers of public service units so that the People's Committees at the commune level can review and adjust the functions and tasks of the affiliated public service units to ensure consistency and unity;
Urgently advise the Government to issue in September 2025 regulations on standards for administrative units, classification of administrative units and classification of urban areas; preside over and coordinate with the Ministry of Education and Training, the Ministry of Health, relevant ministries, branches, and localities to comprehensively review the demand for the use of civil servants in the education and health sectors in localities;
Guiding, monitoring, and inspecting the implementation of recruitment to ensure compliance with regulations on the number of positions assigned from the 2025 - 2026 school year; proactively developing a Salary and Allowance Project, reporting to competent authorities for decision to apply generally and consistently throughout the entire political system.
