Parents reflect on extra tutoring
On December 16, Ms. Tran Thi Thuy Nga - Head of the Department of Education and Training of Ha Tinh City - said that the incident of teacher Nguyen Thi T - a first grade teacher at Tran Phu Primary School giving extra lessons on the evening of December 4 was reported to the Department by a parent.
On the morning of December 5, the City Department of Education and Training invited Ms. T and the Principal of Tran Phu Primary School to discuss and gather information. Through discussion, Ms. T confirmed that she had been teaching extra classes.
That same afternoon, Ms. T sent a report of the incident to the City Department of Education and Training.
The City Department of Education and Training determined that Ms. T violated the regulations on extra teaching in Clause 1, Clause 2, Article 4, Circular No. 17/2012 of the Ministry of Education and Training on not giving extra teaching to students who have been organized by the school to study 2 sessions/day; Not giving extra teaching to primary school students, except in the following cases: training in arts, physical education, and life skills training;
Violation of the Code of Ethics for Teachers (According to Clause 5, Article 6, Decision No. 6/2008 of the Minister of Education and Training; According to Article 11 of Regulation 37, Party members must not violate the rules and ethical standards of the industry or profession in which they are working.
After that, the Department of Education and Training of Ha Tinh City requested the Principal of Tran Phu Primary School to establish a Disciplinary Council to review and take disciplinary action against Ms. T according to regulations; review the responsibilities of the head and related individuals.
The Department of Education and Training also requested the City People's Committee to transfer the violating teacher to a more difficult area. There is a document notifying the entire industry about the teacher violating the regulations on extra teaching and learning.
Handling to deter
According to Ms. Tran Thi Thuy Nga - Head of the Department of Education and Training of Ha Tinh City, in order to rectify the situation of violations of extra teaching and learning in the area, in October 2024, the principals signed a commitment that the school would not violate, the Department of Education also signed a commitment with the City People's Committee, and the teachers also signed a commitment with the school not to violate extra teaching. Ms. Nguyen Thi T also signed a commitment not to violate extra teaching, if she violates, she will be subject to all forms of discipline according to regulations.
However, after only a month of signing the commitment, Ms. T violated the teaching regulations. While teaching at home, when there was information that the Department of Education officials were coming to inspect, Ms. T texted the parents to not rush to pick up their children, but to let them sleep at her house to avoid being discovered, deliberately concealing the violation.
Regarding the basis for requesting a transfer for Ms. T, Ms. Nga said that the request for transfer is not a form of disciplinary action when Ms. T is disciplined for violating the teaching regulations. The Department has not yet proposed a specific time for the transfer because it still has to balance the ratio of teachers, based on work needs, capacity, reputation, and wishes of teachers...
The Head of the Department of Education and Training of Ha Tinh City said that the Department must recommend strict handling so that parents and people who report Ms. T's violations will see that there is no cover-up.
Through that, it also warns other teachers in the whole industry to strictly comply, not to violate the extra teaching, to avoid public opinion that while most have complied, there are teachers who violate and are still covered up by their superiors, taking the handling lightly...
After the incident caused a stir, most public opinion said that the proposal to punish a teacher who teaches extra classes like that was too harsh. Ms. Nga said that from the perspective of state management, if there is a violation, it must be handled according to regulations, and everyone must comply. Therefore, it is inevitable that teachers who violate the law will be punished.
Previously, on December 15, Ms. Nguyen Thi Nu - Principal of Tran Phu Primary School - informed reporters of Lao Dong Newspaper that the school has not yet held a disciplinary meeting for Ms. T. The school is studying the regulations to have a basis for appropriate handling, in accordance with regulations and ensuring humanity.
Ms. T confirmed that she tutored 9 students. This was her first violation, so she hoped to be disciplined and learn from her experience. If her superiors want to take strict action, she will accept the appropriate disciplinary action.
