Implementing Resolution No. 86/2025/NQ-HDND, issued on November 14, 2025 of the Quang Ninh Provincial People's Council stipulating policies to support school milk for preschool children and elementary school students studying at educational institutions in Quang Ninh province in the period 2025-2030, localities are accelerating the implementation of the program throughout the province.
According to the plan, the funding for implementation is allocated from the state budget according to management decentralization and other legal sources (if any).
Every year, about 200,000 preschool children and elementary school students benefit from the policy, and the estimated implementation cost is over 300 billion VND/school year.
In 2026 alone, the province allocated a total budget of nearly 321 billion VND. Of which, more than 313 billion VND is spent on milk purchase; about 7.3 billion VND is for transportation to the island route, bidding consulting, package management and post-use milk carton treatment.
The whole province currently has 258 educational institutions participating in the school milk program with about 200,450 preschool children and elementary school students.

To date, 100% of educational institutions have posted contractor selection plans; 189/258 institutions have signed supply contracts; 167/258 institutions have organized milk drinking for students at school.
In the process of implementation, some units still face difficulties due to uneven bidding organization capacity; some areas far from the center, island areas encounter obstacles in accessing supply units to meet sufficient requirements.
The Education sector is continuing to urge and remove obstacles, ensuring that the program is implemented on schedule, for the right target audience, promoting policy effectiveness, contributing to improving the physical condition and heightening the stature of children in the province.
It is expected that before April 15, 2026, 100% of educational institutions will organize milk drinking for children according to regulations.
