According to Deputy Minister of Culture, Sports and Tourism Nguyen Huy Dung, individuals using AI are still responsible for content, copyright, and risk control.

On September 10, the Presidential Office held a press conference to announce the President's Order announcing the laws passed by the 16th National Assembly at the first non-scheduled session.

Among the published laws is the Law amending and supplementing a number of articles of the Publishing Law.

At the press conference, Alternate Member of the Party Central Committee, Deputy Minister of Culture, Sports and Tourism (MCST) Nguyen Huy Dung said that the amendment of the Publishing Law aims to build a professional, humane, modern media publishing platform, developing on a digital platform associated with the development of the cultural industry.

Mentioning some new contents in the law, Mr. Nguyen Huy Dung said that the law more clearly defines the position and role of publishing activities.

Through this, publishing is both a cultural and ideological field, an economic and technological industry, and a part of the national cultural industry and intellectual infrastructure.

The Deputy Minister of Culture, Sports and Tourism said that the Law continues to affirm the principle that the State does not censor works before publication; the publisher directly organizes editing, independently decides the content and is responsible for publications.

The law is also amended in the direction of innovating state management and perfecting publishing development policies.

An important change is the strong shift from management on dossiers and administrative procedures to management by data, strengthening connection, sharing, and exploiting specialized databases according to the principle of one-time supply and multiple uses.

The law also creates a legal basis for the formation and development of key national media publishing agencies, multi-platform and multi-product media publishing groups to improve competitiveness and promote Vietnamese culture.

The Law also stipulates strengthening the prevention and control of pirated printing, fake publications and stipulates the principles of applying artificial intelligence. The Law further clarifies the acts of pirated printing, illegal copy printing, fake publication printing, enhances traceability and determines the responsibilities of each subject.

For artificial intelligence, the important principle is that the use of AI does not change, mitigate or transfer legal liability. Organizations and individuals using AI must still be responsible for content, copyright, related rights and control of arising risks.

The law takes effect from March 1, 2027; regulations on printing and exporting publications take effect from January 1, 2029.
