The Prime Minister requested to focus on digital transformation so that businesses do not have to travel many times, do not have to wait, do not "assign".

On the afternoon of December 20, at the Government headquarters, Politburo member and Prime Minister Pham Minh Chinh - Head of the National Steering Committee for the implementation of Resolution No. 68-NQ/TW of the Politburo on private economic development, chaired the 3rd meeting of the Steering Committee.

In his concluding remarks, the Prime Minister requested to focus on completing the remaining 6 tasks from now until the end of December 2025.

Accordingly, the Ministry of Finance submitted a Decree on the small and medium-sized enterprise development fund. The Ministry of Agriculture and Environment completes the national database on land and decides to guide green and circular projects.

The State Bank has submitted a Decree guiding the support of 2% interest rates for green and circular projects. The Ministry of Justice completes the Interdisciplinary Legal Support Program for small and medium-sized enterprises and business households. The Ministry of Industry and Trade amends and supplements Decree 32/2024 on industrial clusters.

At the same time, the Ministry of Finance urgently completes and submits to the Government in December to issue a Resolution on key tasks and solutions to improve the business environment and enhance national competitiveness in 2026.

The Ministry of Finance studies and develops the Law on Individual Business; completes the legal framework for corporate bonds in the domestic market and sells corporate bonds to international markets to improve quality and expand stable capital mobilization channels for the private economy.

The Prime Minister also pointed out a number of key tasks and solutions in 2026.

Accordingly, continue to improve institutions and laws to strongly promote the private economy in the spirit of strong and substantial reform of Resolution 68.

Promote reform, reduce administrative procedures and business conditions; focus on digital transformation so that businesses do not have to travel many times, do not have to wait, do not "ask - give"; promote decentralization, delegation of power along with resource allocation, improve implementation capacity and strengthen inspection and supervision; promote post-inspection, reduce pre-inspection.

Create all favorable conditions to develop the private enterprise team in terms of quantity and quality, develop large, leading enterprises, and effectively support small, micro and micro enterprises and business households.

Enterprises support each other, not leaving small and medium enterprises behind; at the same time, creating favorable conditions for business households to qualify to convert into enterprises.

Strengthen dialogue, listen, and promptly respond to business recommendations. The dialogue must be substantial, not formal; the response must be clear, timely, and within the right authority.

Each ministry, agency and locality needs to proactively resolve issues according to their functions, tasks and powers, closely coordinate with relevant agencies; "not saying no, not saying difficult, not saying yes but not doing", do not let the situation of "overheating, cold weather", not " saying a lot or doing little or not doing anything" regularly evaluate the implementation of Resolution No. 68-NQ/TW in a practical way.

The head of the Government also suggested that the authorities pay attention to protecting businesses in cyberspace and preventing trade fraud, smuggling, counterfeit goods, and intellectual property violations; at the same time, promoting the building of a business culture.

The Prime Minister affirmed that the consistent and consistent message in implementing Resolution 68 is: "Taking businesses as the center - taking efficiency as a measure - taking practical results as a final assessment".
