School staff may be the subject of much impact.
Along with localities urgently implementing the arrangement and streamlining of the school network according to the Government's direction, personnel arrangement and arrangement are receiving special attention.
According to the plans of some localities, for accounting and clerical positions, each newly arranged school will be allocated a maximum of 2 accounting staff and 1 clerical staff. The redundant staff will be retained for handover and finalization until December 30, 2026.
With this organizational method, after schools are arranged, the model of each school branch or each old school having enough accountants, clerks, and cashiers as before will no longer be maintained. This makes many people concerned about the rights, regimes, policies as well as opportunities to continue to stick with the industry.
Ms. Trinh Thi Chung - an employee at a school in Thanh Hoa province shared that in recent days, school staff across the country have received good news after many years of waiting: Being entitled to preferential allowances according to the profession.
That is not only recognition for the silent contributions of people working in libraries, equipment, school health, accounting, clerical work... but also a source of encouragement for each person to love their profession more, stick to their work. In recent days, we have continued to receive information about the arrangement and merger" - Ms. Chung said.
According to her, the school staff supports the policy of streamlining the apparatus and improving the operational efficiency of public non-business units because this is a major orientation, with long-term significance for the country's development. After the merger, some people have to concurrently take on more jobs, and the working distance is longer. Some teachers have been attached to a school for decades, now they have to start over in a new environment. There are also colleagues who are concerned about regimes, policies, income and opportunities to continue contributing.
We hope that the arrangement will be implemented with a reasonable, public, and transparent roadmap; personnel arrangement based on capacity, expertise and actual conditions; and at the same time have support policies for cases that are heavily affected after the merger" - Ms. Chung proposed.
Simplification does not mean mechanical reduction in the number of people working
Talking to Lao Dong Newspaper, Ms. Nguyen Thi Viet Nga - Deputy Head of the National Assembly Delegation in charge of Hai Phong City, Member of the National Assembly's Committee for Culture and Society, acknowledged that streamlining the organization is a necessary requirement, but streamlining must go hand in hand with restructuring the team in a scientific, humane and lawful manner. It is not advisable to generalize the reduction of school branches with mechanical reduction of the number of people working, especially for school staff.
According to Ms. Nga, when two or more cases are identified, some management, accounting or clerical positions may overlap; but the scale of students, asset volume, records, budget and tasks serving education increase. Positions such as libraries, experimental equipment, information technology, school health, psychological counseling, education, accounting, clerical are not parts that can be mechanically removed.
This is a system to ensure teaching activities, school safety and financial and asset management in accordance with regulations" - Ms. Nga acknowledged and proposed that each locality should develop a personnel plan according to the principle: Correctly assess the workload; clearly identify which positions need to be concentrated at the main school, which positions must be maintained at the branch or school point; prioritize transfers within the industry, retraining and arranging suitable jobs before considering streamlining policies.
For management officials, the selection of the head after the merger must be based on the qualities, management capacity, prestige and ability to operate a large-scale educational institution; it should not be based only on seniority or the old unit. Criteria, procedures and selection results need to be publicized, limiting the psychology of comparison and disunity.
For people who cannot continue to be arranged, it is necessary to fully implement policies on early retirement, resignation, job transfer or training transfer; have a reasonable transition period, not make sudden decisions right before the new school year. The allowances that employees have already enjoyed must be resolved in accordance with the conditions, time and actual position, and do not let the change of unit name disrupt legitimate rights.
Simplicity is only sustainable when consensus is created. To do so, it is necessary to be transparent about the plan, organize dialogue, and ensure that everyone affected is fully informed, presents their aspirations, and is treated fairly" - Ms. Nga said.
