Ninh Binh province is implementing a comprehensive plan on arranging public preschool, general and continuing education institutions, in accordance with the 2-level local government model.
The goal is to form large-scale educational institutions, streamline the apparatus, and effectively use the existing teaching staff, management staff, and facilities.
As of July 1, 2026, Ninh Binh province has 1,413 preschool, general education and continuing education institutions. Of which, there are 439 preschools, 437 primary schools, 422 secondary schools and inter-level primary - secondary schools.
In addition, the whole province has 92 high schools and 23 continuing education centers, Vocational Education - Continuing Education Centers.
School arrangement must ensure safety and convenience for students, teachers and management staff during school trips. Localities must minimize changes in school locations, not reduce access to education, and not let students in difficult circumstances have to drop out of school because the school is too far away.
According to the plan, Ninh Binh province will not merge kindergartens with general schools; not merge general schools with continuing education centers or vocational education - continuing education. Specialized educational institutions are also not arranged together with general schools.
For kindergartens, primary schools and secondary schools, the arrangement is only carried out within the scope of a commune-level administrative unit. Each commune and ward must have at least one public kindergarten, one primary school and one secondary school.
Schools of the same level with small scale, adjacent areas or close locations will be prioritized for arrangement. After the merger, educational institutions can be organized according to the model of a main school with branches and school sites.
Each school has a principal, vice principals and a common administrative - personnel department. Depending on the scale of students, number of classes and geographical distance, each branch or school point may be arranged with a vice principal in charge.
For communes and wards that currently have inter-level primary and secondary schools, the general plan is to separate each level of education to merge with schools at the same level.
However, in sparsely populated areas, with large areas, difficult traffic, or the distance between schools is too far, the People's Committees of communes and wards can propose to keep the inter-level school for the Provincial People's Committee to consider and decide.
According to the expected roadmap, the People's Committees of communes and wards must complete the project to arrange educational institutions under their management before July 30, 2026.
The implementation of arranging and consolidating the organizational structure and building a school governance plan must be completed before August 25, 2026.
After implementation, Ninh Binh is expected to reduce about 68% of the number of public educational institutions managed by communes (about 978 units). All schools under the management of commune-level People's Committees are subject to review and arrangement.
Along with reducing focal points, the province requires assessment, screening and rearrangement of management staff suitable to the scale of each school after the merger.
Teachers and staff will be reviewed according to standards and norms; at the same time, they may be transferred, transferred, assigned, or arranged to teach inter-schools between school sites in the same area.
The arrangement of the school network is expected not only to streamline the apparatus but also to improve management efficiency, exploit facilities and ensure the quality of education in Ninh Binh.
