On January 17, many local pedagogical students who placed orders to study at Saigon University said they had received living allowances according to Decree 116 of the Government.
On the same day, speaking with reporters, a representative of Saigon University confirmed that the school had just transferred living expenses to 498 students majoring in pedagogy, class of 2021, trained under the task assignment method of Ho Chi Minh City.
Accordingly, each student receives a total of more than 127 million VND, which is the living expenses for 35 months, from the first semester of the 2021-2022 school year to the end of the first semester of the 2024-2025 school year. Each month is equivalent to 3.63 million VND/student.
According to Decree 116, from 2021, pedagogical students who are trained according to social needs; trained by assignment, ordering or bidding methods will receive 100% State support for tuition fees and 3.63 million VND/month for living expenses (no more than 10 months/school year).
This funding comes from the budgets of localities, ministries, and branches, through the form of placing orders with schools. The annual enrollment quota for teachers is determined by the Ministry of Education and Training.
However, after years of implementation, the situation of student teachers owing living expenses has occurred simultaneously in many schools and localities, including Ho Chi Minh City.
Also according to Decree 116, pedagogical students who have enjoyed the policy will have to reimburse the cost if they do not work in the education sector after 2 years of graduation; do not work for a minimum period of time equal to twice the training period from the date of recruitment; students transfer to another training sector, voluntarily drop out of school, do not complete the training program or are disciplined and forced to drop out of school.
Previously, Lao Dong Newspaper reported that many students in the Pedagogy department of Saigon University were owed living allowance according to Decree 116 of the Government for pedagogy students.
