Regarding the delay in paying tuition and living expenses for students majoring in Pedagogy in Ho Chi Minh City according to Decree No. 116/2020/ND-CP of the Government, on the afternoon of November 7, at a regular press conference, Ms. Nguyen Minh Bach Lan - Deputy Chief of Office of the Department of Education and Training (GDDT) of Ho Chi Minh City - said that according to the plan, it is expected that in October, the procedures will be completed to transfer funds to Saigon University and Ho Chi Minh City University of Education to pay for students.
However, due to the large number of students implementing Decree 116/2020/ND-CP in the 2021-2025 school year, the Department of Education and Training had to supplement some contents related to the legal basis at the time of implementing the task of ordering teacher training, so it was slower than the original plan.
"The Department is urgently completing the documents, having full legal basis at the time of performing the ordering task to transfer funds to the two schools as soon as possible," Ms. Bach Lan informed.
Previously, on October 10, the Department of Education and Training of Ho Chi Minh City said that it was reviewing contracts to sign contracts on providing public career services using state budget funds with Saigon University and Ho Chi Minh City University of Education.
After signing the contract, the Department of Education and Training will complete the procedures to directly pay the teacher training institution the tuition and living expenses support fund for Pedagogy students (so that the 2 schools can pay the students). Implementation time is in October 2024.
The Ho Chi Minh City Department of Education and Training said that it had previously issued decisions assigning tasks and ordering teacher training for 578 people at Saigon University and 170 people at Ho Chi Minh City University of Education.
As reported by Lao Dong Newspaper, many students in the Pedagogy Department of Saigon University said that they are owed living allowance according to Decree 116 of the Government for pedagogy students.
T.B - a third-year student majoring in Physics Education - said that since enrolling, he has never received a living allowance according to Decree 116 of the Government for Education students.
The delay and lack of support caused T.B to face financial difficulties as prices escalated and living costs increased. T.B had to work extra to make ends meet, which affected his studies.
According to Decree 116, from 2021, teacher training students will receive 100% state support for tuition fees and 3.63 million VND/month for living expenses (not exceeding 10 months/school year). This funding comes from the budgets of localities, ministries, and branches, through the form of ordering with schools. The annual teacher training enrollment quota is regulated by the Ministry of Education and Training.
