The Ministry of Education and Training (MOET) has issued Circular 15/2025/TT-BGDDT guiding the functions, tasks, and powers of the Department of Education and Training under the People's Committees of provinces and centrally run cities and the Department of Culture - Social Affairs under the People's Committees of communes, wards, and special zones under provinces and centrally run cities in the field of education and training.

The Department of Education and Training presides over the recruitment and transfer of teachers
According to the Circular, the Department of Education and Training has 16 tasks. One of the most notable points is the Circular stipulating that the Department of Education and Training shall preside over the implementation in accordance with the provisions of the Law on Teachers, relevant legal provisions and decentralization of the provincial People's Committee for the recruitment, reception, transfer, secondment, and transfer of teachers, educational institution managers, civil servants, and workers in public educational institutions in the province.
The Department of Education and Training also presides over the implementation of management, use, change of professional titles, training, fostering, and evaluation of teachers, educational institution managers, civil servants, and employees in public educational institutions in the province according to the decentralization of the provincial People's Committee and the provisions of the Law on Teachers.
Regarding job positions, the structure of civil servants and public employees according to professional titles and public employee positions, the number of people working in public service units, the Department of Education and Training decides according to decentralization or submits to the Chairman of the Provincial People's Committee for decision to approve job positions, adjust job positions and the structure of civil servants according to professional titles in public educational institutions under the management of; manage job positions and public employees according to professional titles and the number of people working in educational institutions in the province.
Guiding and inspecting conditions to ensure education quality
Regarding inspection in education: The Department of Education and Training guides and inspects conditions for ensuring educational quality in educational institutions under its management authority; inspects compliance with the law for educational institutions under the state management authority of the commune level.
Conduct inspections, receive citizens, resolve complaints and denunciations, prevent corruption, waste and negativity and handle educational violations for educational institutions under the management authority according to the provisions of law; coordinate with the People's Committees at the commune level to guide the inspection of the organization and operation of educational and training centers in the area.
The Department of Education and Training guides the inspection of the allocation and use of the state budget and other legal financial resources for education in the province; directs, guides, inspects, and supervises the implementation of legal regulations on regimes and policies for civil servants and employees at educational institutions under its management authority.
Guiding and inspecting the implementation of regulations on ensuring information security, network security and personal data protection for information technology systems and educational databases under their management authority.
Reward or submit to competent authorities to reward organizations and individuals with many achievements in educational activities in the locality.
The Department of Education and Training guides and resolves difficulties in implementing salary, allowance and bonus regimes and policies for teachers, educational institution managers, civil servants and employees in educational institutions in the province according to the provisions of law and the provisions of the Provincial People's Committee.
Guiding and organizing the implementation of updating information and data on education under the management authority into the education sector database system, ensuring completeness, accuracy, timeliness and the ability to connect and connect data with school management systems and related national databases; conducting statistical work, periodic and surprise reports, and public disclosure in the field of education of localities under the management authority according to regulations with the Provincial People's Committees and the Ministry of Education and Training.
The Circular takes effect from July 24, 2025.
