Implementing the Law on Teachers and Resolution No. 71-NQ/TW of the Politburo, the Ministry of Education and Training is presiding over and closely coordinating with relevant ministries and sectors (especially the Ministry of Finance and the Ministry of Home Affairs, two agencies playing a key role in appraising resources and perfecting policies for teachers) to develop a Decree stipulating preferential allowance regimes for officials and employees in public educational institutions.
The draft Decree has clearly stipulated the implementation roadmap. Accordingly, the professional preferential allowance levels for preschool and general education teachers specified in this Decree are implemented from January 1, 2026 to the end of December 31, 2030.
From January 1, 2023 onwards, the implementation of professional preferential allowances for preschool and general education teachers will be applied according to the provisions of Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo.
In phase 1 (from 2026-2030), the Ministry of Education and Training is proposing to supplement allowances for school staff at a level of 20%; increase by 15% for teachers at preschool and general education levels, and increase by 5% the preferential allowance level for teachers and lecturers of higher education institutions and vocational education institutions.
Phase 2, from 2031 onwards: The implementation of professional preferential allowances for preschool and general education teachers is applied according to the provisions of Resolution No. 71-NQ/TW.
Currently, the Ministry of Education and Training is coordinating with the Ministry of Home Affairs and the Ministry of Finance to develop a Government Decree, which is expected to be submitted to the Government for approval in 2025 to ensure timely implementation of the Law on Teachers.
Previously, according to the Ministry of Education and Training, the school staff played an important role, contributing to the success in each school, including: Library work, equipment, experiments, information technology, clerical work, accounting, cashier, medicine... all are indispensable in schools.
Currently, the income of school staff is still enjoyed according to the salary policy according to Decree No. 204/2004/ND-CP. The majority of employee positions apply salary scales for type B or A0 civil servants, which are the two lowest salary scales among the salary scales of officials, civil servants, and public employees.
The positions of civil servants with experimental equipment, teaching staff, and supporting education for people with disabilities have only 01 rank, so there is no opportunity to be promoted to professional titles and to apply salary scales with a higher starting salary coefficient, longer salary gaps between ranks, and wider salary ranges; other civil servant positions in reality have very few opportunities for promotion.
Basically, school staff are only entitled to a salary based on the basic salary coefficient without additional professional preferential allowances or seniority allowances like teachers. The lowest salary for school staff is estimated at about 4.3 million VND.
According to Resolution 71, preschool and general education teachers working in areas with particularly difficult socio-economic conditions, teachers of specialized schools, centers for education of people with disabilities, and university preparatory schools are entitled to a 100% occupational preferential allowance.
Preschool and general education teachers not belonging to the above subjects are entitled to a preferential allowance by profession of 70%.
Civil servants and employees belonging to the group of job positions with common professional titles; group of job positions with support and service work; group of job positions with specialized professional titles (excluding teacher and lecturer positions) in public educational institutions enjoying a 30% occupational preferential allowance.
