The Circular takes effect from April 22, 2025. Thus, the provisions of the Circular will be applied in the 2025 - 2026 school year.
Working hours of principals, vice principals, and teachers
Article 5 of Circular 05/2025/TT-BGDDT, working hours of teachers, vice principals, and principals are as follows:
1. The working time in the school year of principals, vice principals, and teachers of general schools is 42 weeks, of which:
a) The number of weeks of teaching the contents in the general education program is 37 weeks (including 35 weeks of actual teaching and 02 weeks of preparation);
b) Number of weeks of studying and receiving training to improve qualifications is 03 weeks;
c) The number of weeks to prepare for the new school year and summarize the school year is 02 weeks.

2. The working time during the school year of principals, vice principals, and teachers of pre-university schools is 42 weeks, including:
a) The number of teaching weeks and organizing educational activities according to the school year plan is 28 weeks;
b) The number of weeks of studying, training to improve qualifications, document development, scientific research and some other activities according to the school year plan is 12 weeks;
c) The number of weeks to prepare for the new school year and summarize the school year is 02 weeks.
3. In case of emergency or emergency to prevent and control natural disasters and epidemics or in urgent cases requiring adjustment of the school year time plan framework, the number of weeks of teaching educational content in the general education program shall comply with the adjusted regulations of the competent authority.
Annual leave for principals, vice principals, and teachers
In addition to working time, Article 6 of Circular 05/2025/TT-BGDDT stipulates the leave of teachers, vice principals, and principals as follows:
1. Teachers' annual leave includes:
a) Summer vacation time as prescribed in Point a, Clause 1, Article 3 of Decree No. 84/2020/ND-CP dated July 17, 2020 of the Government detailing a number of articles of the Law on Education.
During the summer vacation, teachers participate in training and fostering according to the requirements of the job position, participate in high school graduation exams, and enroll when called up by competent authorities;
b) Holidays, Tet and other holidays as prescribed by the Labor Code and the Law on Social Insurance;
c) Based on the school year plan, scale, characteristics, and specific conditions of each school, the principal will arrange annual leave for teachers in accordance with regulations, ensuring the school year time frame.
2. In case the summer vacation and maternity leave of female teachers have the same period, in addition to the leave period prescribed in Point b, Clause 1 of this Article, the leave of teachers includes:
a) Maternity leave as prescribed;
b) Summer vacation outside of maternity leave (before or after maternity leave);
c) In case the summer vacation period prescribed in Point b of this Clause is less than the number of annual days off as prescribed by the Labor Code, teachers will have an additional number of days off. The total number of additional days off and the number of days off specified in Point b of this Clause are equal to the number of days off annually as prescribed in the Labor Code. Additional leave is flexibly arranged according to the agreement between the teacher and the principal.
3. In case a male teacher is entitled to maternity leave when his wife gives birth according to the provisions of the Law on Social Insurance, during the leave, the male teacher is allowed to teach at the prescribed teaching period and does not have to teach compensation. In case the maternity leave when the male teacher's wife gives birth coincides with the summer vacation, there will be no compensatory leave.
4. Annual leave for principals and deputy principals:
a) Annual leave for principals and deputy principals includes summer vacation; holidays, Tet and other holidays as prescribed by the Labor Code and the Law on Social Insurance;
b) The summer vacation of principals and vice principals is flexibly arranged during the school year and during the summer vacation of teachers to ensure that school activities run normally and ensure the completion of work tasks summoned by management agencies at all levels (if any). The summer vacation schedule of principals and deputy principals must be reported to the competent management agency or according to decentralization.
