Sending questions to the Government Electronic Information Portal, readers quoted Article 8 of Circular No. 05/2025/TT-BGDĐT on the working regime for general education and university preparatory teachers, stipulating the average teaching norms of principals 2 periods/week, vice principals 4 periods/week.
When assigning specialized tasks, the specialized vice principal arranges for the vice principal 4 periods/week + 1 period of experiential activity (flag salute at the beginning of the week), a total of 37 periods left over for the whole year.
Readers ask if the calculation of extra time is considered to be taking management time? Because for management, in addition to teaching, management work is also performed.
Similarly, the Secretary of the Youth Union of a high school is reduced by 85% of the time/week, to save time for union activities, so the professional committee assigns 17 hours/week (i.e., about 8.5 extra hours/week calculated according to overtime salary), is this contrary to the regulations of the Circular?
In my opinion, it should be specifically stipulated, not to let cases with management allowances and management-oriented work (principals, vice-principals, team leaders, youth unions....) have extra time, to dedicate full time to management, improve management quality, and students fully enjoy the quality of education" - the reader proposed.
Regarding this issue, the Ministry of Education and Training answers as follows:
Principals, vice-principals and Secretaries of the Ho Chi Minh Communist Youth Union perform teaching duties and may exceed the teaching time limit is in accordance with the provisions of law.
When performing teaching duties, principals, vice principals, and Secretaries of the Ho Chi Minh Communist Youth Union fully perform the professional activities of teachers, including preparing, organizing teaching, educating and evaluating learners. These activities can be performed during or outside office hours depending on the requirements, nature and volume of assigned work.
Lesson norms are the basis for determining the direct teaching volume of principals, vice principals, and Secretaries of the Ho Chi Minh Communist Youth Union, and are also built on the basis of ensuring that the total working time and workload of teachers are suitable for the general labor standards in the educational institution.
Principals are responsible for organizing, assigning and coordinating tasks appropriately for all job positions, including vice principals, Secretaries of the Ho Chi Minh Communist Youth Union, teachers and educational support personnel in educational institutions; ensuring labor norms and actual requirements of the unit.
The assignment must be balanced in terms of volume, time and work efficiency, avoiding the situation where some teachers have to perform work exceeding the time and volume according to regulations while some others have not been assigned enough tasks according to norms.
