Faced with heavy rain in the northern mountainous region, the Ministry of Construction has just issued a telegram requesting units in the transport sector and Departments of Construction of 11 localities to urgently implement response measures to ensure traffic safety and limit damage caused by natural disasters.
Accordingly, the Ministry of Construction requests the Vietnam Road Administration and Departments of Construction of localities including Lao Cai, Lai Chau, Dien Bien, Son La, Lang Son, Cao Bang, Tuyen Quang, Thai Nguyen, Phu Tho, Bac Ninh and Quang Ninh to urgently review areas at risk of flooding, landslides, and flash floods on roads under their management.
Units must arrange on-duty forces to guide traffic in deeply flooded locations, fast-flowing water, especially at underground, spillway, ferry wharves and pontoon bridges. At the same time, organize guards, install warning signs, barriers at flooded, landslide, and broken road sections and resolutely not allow people and vehicles to circulate when safety is not ensured.
For large landslide and subsidence points causing traffic congestion, the Ministry of Construction requests immediate implementation of remote traffic diversion plans, mobilizing maximum manpower, machinery and equipment to overcome incidents and soon restore traffic.
The handling process must ensure safety for forces and vehicles participating in rescue and disaster recovery.

For the railway sector, the Ministry of Construction requests to strengthen patrols and checkpoints at key locations such as bridges, weak roadbed areas, flood-prone sections, areas prone to flash floods, landslides, rockfalls, and railway sections located downstream of dikes, dams, and reservoirs.
Vietnam Railways Corporation and related units must fully prepare materials, vehicles, equipment and personnel to be ready to handle incidents and restore train operations in the fastest time when floods affect.
In the field of maritime and inland waterways, the Ministry of Construction requests units to coordinate with localities to guide ships and boats to anchor safely, proactively relocate vehicles anchored near river overpasses to avoid the risk of collisions when floodwaters rise.
Waterway management units are also required to proactively recover the buoy and signal system before floods arrive or when there is a flood discharge notice, and at the same time quickly deploy the installation immediately after the rain and flood ends to ensure waterway traffic safety.
The Ministry of Construction requests all relevant agencies and units to organize 24/24 hour duty shifts, regularly update the situation and report to the Civil Defense Command of the Ministry of Construction to promptly handle arising situations.
