The project has stopped implementation, causing difficulties
The investment project to build the National Highway 91 Expansion Project (from Bus Station Intersection to Tra Noc) in Can Tho City was approved in 2008, with the goal of expanding National Highway 91, the section passing through Ninh Kieu and Binh Thuy districts.
However, due to many reasons, the project was suspended, delayed, and delayed the progress of some basic construction projects in 2011 and finally stopped implementation according to the Official Dispatch of the City People's Committee dated June 5, 2023. Currently, the authorities are focusing on resolving backlogs related to compensation, support and resettlement for people affected by the project.

According to the Can Tho City Land Fund Development Center, Ninh Kieu District has approved compensation funds for 180/279 cases, with an amount of about 74 billion VND. Of which, compensation has been paid to 84 cases, with an amount of about 72.6 billion VND; there are 96 cases that have not received compensation due to lack of capital, with an amount of about 8.83 billion VND.
Binh Thuy District has approved compensation funds for 37/451 cases, with an amount of VND 23.49 billion. Of which, compensation has been paid to 25 cases, with an amount of 17.32 billion VND; there are 12 cases that have not received compensation due to lack of capital, with an amount of 4.57 billion VND.

The project's suspension has caused difficulties and problems for local people and authorities. In particular, many households have received a portion of compensation but have not been resettled, many households have not received compensation due to the project being delayed, issues with resettlement land for affected households...
Focus on final payment of compensation
To resolve the project's backlog, the Can Tho City Land Fund Development Center has proposed solutions for each case. Accordingly, for cases that have received compensation, the approval decision will be kept unchanged and the City People's Committee will be requested to agree to review the resettlement policy according to regulations at the time of the land recovery decision.
For cases that have not received compensation due to the project's suspension or extension, respectfully request the City People's Committee to agree on the policy of canceling the land recovery decision and the decision approving funding; carry out land recovery, compensation, support and resettlement according to the project to upgrade and expand National Highway 91 (section Km0 - Km7) under implementation.

Regarding the resettlement land source, the People's Committee of Ninh Kieu District plans to arrange it in the An Binh Ward Resettlement Area and the Ninh Kieu District Resettlement Area. Binh Thuy District People's Committee will balance the land resources in the district to arrange for households.
In the coming time, the authorities will focus on paying compensation for cases that have received compensation and support but have not received enough additional funding and bonuses; preparing resettlement land (about 11 plots); coordinating to synthesize and prepare funding for cases of changes in houses, structures, and crops.
Can Tho City is making efforts to resolve the backlog of the National Highway 91 expansion project (from Ben Bus - Tra Noc Intersection), ensuring the rights of people and in accordance with the actual situation; at the same time, speeding up the implementation of the National Highway 91 Upgrade and Expansion project (Km0 - Km7) to soon complete the city's traffic system.
