Phuong Thanh Traffic Investment and Construction Joint Stock Company (Phuong Thanh Company) has just sent a document to the Ministry of Construction, requesting permission to propose a Complete Investment Project for the CT.07 expressway section Hanoi - Thai Nguyen, with a scale of 4 - 6 complete expressways, under the public-private partnership (PPP) method with two specific investment options.
Option 1: Phuong Thanh Company proposes to invest in expanding the Hanoi - Thai Nguyen section (from Hanoi Ring Road 3 intersection to Tan Lap - Thai Nguyen intersection) from the current 4 lanes to a full scale of 6 lanes. The upgraded section is about 63.76 km long, with a total estimated investment of about VND6,790 billion (including interest).
Option 2: Phuong Thanh Company proposes to invest in expanding the Hanoi - Thai Nguyen section to 6 lanes and at the same time expand the Thai Nguyen - Cho Moi section from 2 lanes to 4 complete lanes. This option has a total length of about 100.69 km, the total investment (including interest) is expected to be about VND 16,798 billion. Of which, the Hanoi - Thai Nguyen section is 6,790 billion VND and the Thai Nguyen - Cho Moi section is 10,008 billion VND.
After completion, the project will form the Hanoi - Thai Nguyen - Cho Moi - Bac Kan expressway with a total length of about 128 km, a scale of 4 - 6 complete lanes, contributing to creating synchronization, connecting traffic and promoting socio-economic development for the provinces from Hanoi to Cao Bang.
Previously, Deo Ca Group Joint Stock Company also issued Document No. 615/2025/DCG to Prime Minister Pham Minh Chinh, proposing solutions to implement Resolution No. 68-NQ/TW through investment in expanding the sections of the North - South expressway in the East under the PPP method.
Deo Ca Group proposed that the Prime Minister chair a meeting with relevant ministries and branches to consider assigning Deo Ca Group to coordinate with the Ministry of Construction to study and implement the expansion of the North-South expressway in the East phase I from a scale of 4 lanes to 6 lanes.
This will be done under the PPP method, on the principle that businesses proactively arrange finances from legal domestic capital sources, not using the state budget.
In Document No. 615/2025/DCG, Deo Ca Group also proposed to the Prime Minister to preside over the study and proposal for the Investment Project to expand the entire North - South expressway and connect domestic enterprises to join forces to implement.
If appointed as an investor, Deo Ca Group will lead the consortium to commit to starting the project soon, to celebrate the 79th anniversary of the National Resistance War (December 19, 1946 - December 19, 2025) and to celebrate the 14th National Party Congress.
Recently, Vietnam Infrastructure Development and Financial Investment Corporation (Vidifi) proposed to become an investor to expand the 300 km North-South Expressway in the North under the public-private partnership (PPP) method.
In the document sent to the Government, videofi proposed expanding 6 sections including: Mai Son - National Highway 45, National Highway 45 - Nghi Son, Nghi Son - Dien Chau, Bai Vot - Ham Nghi, Ham Nghi - Vung Ang and Vung Ang - Bung. The total estimated investment is more than 45,455 billion VND, implemented under the PPP method or other forms decided by competent authorities.
