Decree 168/2024/ND-CP regulating administrative sanctions in the field of road traffic has officially taken effect since January 1, 2025. Notably, in the new Decree, many acts and groups of acts have their penalties increased to very high levels. These include violations such as not obeying traffic light signals, driving in the wrong direction...
Also from the above issue, many people have reported that some traffic lights have the phenomenon of "suddenly turning red from green", which can cause road users to be unjustly fined.
Answering the above question, a representative of the Traffic Police Department (Traffic Police, Ministry of Public Security) affirmed that violations due to "jumping lights" will not be punished.
According to the Traffic Police Department, the cause of the above situation is due to some old generation traffic lights, which must be controlled manually, so there is a delay when adjusting the light cycle during the day (from peak to off-peak hours or vice versa - PV).
To overcome this situation, the Traffic Police Department has issued a document directing local police to coordinate with relevant agencies to review and repair traffic lights, and recommend that traffic light operators and managers promptly upgrade old lights.
Traffic police will not penalize intersections with "jumping lights". A representative of the Traffic Police Department also assessed that the phenomenon of lights with such delays is not common.
"People can rest assured that they will not be wrongly fined in these cases. When making a record of the fine, the force in charge of traffic lights will coordinate with the traffic police at the checkpoint, extract the camera, the image of the driver's violation, and show live the progress of the violation and the traffic light signal at that time," informed a representative of the Traffic Police Department.
For fines, traffic police will let violators review the clip of the entire red light violation before writing up a ticket, ensuring that people are "convinced".
In addition, drivers who do not obey traffic lights to give way to priority vehicles, ambulances, etc. will not be penalized because the Law on Handling of Administrative Violations stipulates that administrative penalties are not imposed for cases of committing administrative violations in urgent situations.
Authorities recommend that every citizen must comply with and strictly abide by the provisions of the Law on Traffic Order and Safety so that traffic on the road can run smoothly and safely.
