In 2019, the People's Committee of Thuong Tin district (Hanoi) implemented a project to renovate and beautify provincial road 427 with a length of 1,080m from Cau Dua to Khe Hoi intersection (Phap Van - Cau Gie expressway) and built a new route of road 427 1,570m long from Thuong Tin High School to near Khe Hoi intersection.
Up to now, the construction package for the renovation and embellishment of the 1,080m section of road has completed all items and been put into use.
For the 1,570m package of the new route of Provincial Road 427 through Ha Hoi commune and Thuong Tin town, although implemented at the same time, the project is still behind schedule in site clearance (GPMB) for some residential land areas for many reasons.

According to the People's Committee of Thuong Tin district, the project of road 427 towards a new route of 1,570m long (from Thuong Tin High School to Khe Hoi intersection) passes through Ha Hoi commune, connecting with Thuong Tin town through Duong Truc Nguyen overpass. This bridge will cross the North-South railway and National Highway 1A, contributing to reducing traffic congestion in the central area of Thuong Tin district.
From 2019 to 2024, 141 households in Ha Hoi commune have agricultural land, residential land and graves to coordinate in carrying out site clearance, receiving compensation, support, resettlement and handing over land to investors to construct project items on a section of the route longer than 1,300m.
Thanks to the early site clearance, the investor and contractor have completed the project items passing through Ha Hoi commune.

However, currently, some households in Thuong Tin town have residential land and assets on the land, which still causes difficulties for site clearance. In particular, Mr. D.T.H's household at the beginning of the route (owned 80m2 of residential land and 10.3m2 of non-agricultural land) has received compensation, support and resettlement but has not yet handed over the site for many months.
Although the District People's Committee has actively promoted and mobilized households to coordinate in implementing land acquisition to avoid having to enforce land recovery, up to now, Mr. D.T.H's family has not cooperated, causing difficulties in the project implementation process.

The People's Committee of Thuong Tin district said that it has assigned the Land Fund Development Center and the Department of Agriculture and Environment to coordinate with the People's Committee of Thuong Tin town to review all records of the inventory of assets and land related to land acquisition in the case of Mr. D.T.H's family to have a basis to resolve the petition.
In case the review shows that it is necessary to add missing construction items when counting to serve as a basis for compensation and support according to regulations, the District People's Committee will implement. If the inventory of assets and land has been fully implemented according to reality, the People's Committee of the district will carry out compulsory land recovery according to regulations.
In order to prevent further delays in the project and at the same time review the property inventory records on Mr. D.T.H's family's land, on March 6, the People's Committee of Thuong Tin district issued Decision No. 817/QD-UBND on the compulsory recovery of land of Mr. D.T.H's family. The enforcement will take place on March 25 to create a site for the contractor to carry out construction and soon open the road.
