The Tran Quy Cap road upgrade project, about 2.6km long, invested by the Phan Thiet Regional Construction Investment Project Management Board, is being implemented in Tien Thanh ward and Tuyen Quang commune (Lam Dong province).
The total investment is nearly 245 billion VND. However, the progress of the entire route still faces many difficulties due to incomplete site clearance work.

On January 15, it was recorded that on the road, many locations were fenced off for construction. However, the number of workers was very small, only constructing at a few locations. While the locations had dug pits, excavators were present, but there were no workers.
One side of the road has many construction barriers, causing vehicles to run over the opposite side of the road.

The Phan Thiet Regional Construction Investment Project Management Board said that, to date, the construction progress of package No. 10 (section from Ong Nhieu bridge to the Southern roundabout) has completed the drainage system.
Roadbed and asphalt paving reached about 97%; sidewalk paving reached 90%. This is the section with the highest volume of implementation, the shape of the road is basically clear.

Meanwhile, package No. 15 (section from the Y-shaped gate intersection to Ong Nhieu bridge) has only been constructed about 300m on a total length of more than 3km, with a contract implementation value of about 7%. The main reason is that there is no clean ground to deploy simultaneously.
Compensation and site clearance work is identified as the biggest difficulty of the project. The total recovered area is more than 67,000m2, related to 415 dossiers in Tien Thanh ward and Tuyen Quang commune.

To date, about 64% of dossiers have been approved for compensation plans; 195 dossiers have received money.
However, there are still 65 dossiers that have not been paid due to disagreement or disputes, and 148 dossiers have not been approved for compensation plans.

In Tien Thanh ward, the number of outstanding dossiers mainly involves determining the origin of land, type of land, area exceeding the limit or increasing outside the certificate.
Meanwhile, in Tuyen Quang commune, many dossiers have not completed legal procedures, have not been counted or are waiting for summarization to be submitted to the compensation council.

To remove obstacles, the Project Management Board proposed that the Lam Dong Provincial People's Committee direct localities and relevant units to urgently complete the remaining backlog of dossiers, accelerate inventory, legal verification, and prepare and list compensation plans.
The goal is to soon hand over the site, create conditions to accelerate the construction progress of the entire route, meeting the expectations of infrastructure renovation and traffic connection from National Highway 1 to Phan Thiet center.
