Hanoi People's Committee has just issued Decision No. 6517/QD-UBND on issuing a set of economic - technical norms for public passenger transport services by urban railway on the Cat Linh - Ha Dong railway line (2A). This is the basis for planning, estimating, ordering and finalizing costs to serve the operation of this urban railway line.
According to the Hanoi People's Committee, Route 2A Cat Linh - Ha Dong is the first urban railway line in Vietnam to fully build a set of economic - technical norms for public passenger transport services, serving management, operation and settlement.
The set of norms stipulates the necessary cost of labor, vehicles, machinery, equipment, materials, fuel, energy, spare parts, labor tools and other costs (if any) to operate the Cat Linh - Ha Dong urban railway line 2A. At the same time, the norms also stipulate the cost of maintenance, repair, and regular inspection of vehicles, machinery, and equipment serving operation according to the procedures in Decision No. 2236/QD-BGTVT dated December 2, 2020.
Due to the specific nature of the repair contents of vehicles and machinery and equipment such as trams, GCY300, GCY220 construction trains, RC2000 specialized tractors, TF2000 train wheelers, train washing machines, there are currently no detailed guidance procedures; the contents of medium and large repairs have not arisen in reality, so at the time of building the set of norms, the operating unit, Hanoi Railway One Member Limited Liability Company, had not carried out these repairs.
Therefore, the norms related to repairing vehicles, machinery, and equipment have not been built in this set of norms and will be supplemented after reviewing and completing the repair process, summarizing from actual operation, Decision No. 6517 clearly states.
Hanoi People's Committee assigns the Department of Construction to preside over and coordinate with relevant departments and branches to guide the Hanoi City Traffic Management and Operation Center and related units to organize the implementation of the decision. In the process of implementation, units are responsible for regularly reviewing, updating, and supplementing contents that are still lacking or inappropriate; promptly removing difficulties and obstacles according to their authority, and reporting to Hanoi People's Committee for contents beyond their authority.
The Hanoi City Traffic Management and Operation Center is responsible for building unit prices based on the approved set of economic - technical norms; organizing the deployment of public passenger transport services by urban railway line 2A Cat Linh - Ha Dong according to regulations; reporting to the Department of Construction on issues arising beyond its authority.
According to the Hanoi People's Committee, after 4 years of operation, the Cat Linh - Ha Dong urban railway line has operated nearly 319,000 train trips safely and smoothly, serving nearly 43 million passengers, the rate of trains running on time is maintained at over 99%, making an important contribution to the development of public transport in the Capital.
