However, there are still 6.3km of site that have not been handed over. Some technical infrastructure works that have not been relocated include: 4.3km of water pipes; 100 electric poles of all kinds and railway signal information lines.

With the goal of completing the project in 2025, the construction and capital disbursement time is only about 5 months.

The Ministry of Construction has issued a document requesting the People's Committee of Lam Dong province to direct the People's Committees of Luong Son, Song Luy, Phan Son, Ta Hine, Ninh Gia communes and functional units, in which, requesting units to focus on completing compensation procedures, land acquisition, and relocation of technical infrastructure in August 2025 to hand over clean land to the contractor for construction.

The Ministry of Construction also assigned the Vietnam Road Administration and Project Management Board 5 to coordinate with localities to completely resolve the problems, ensuring the set progress.

In case the locality does not complete the handover of the site according to the above schedule. The project is unlikely to be completed in 2025 and fully disbursed medium-term public investment capital for the period 2021-2025.

"At that time, the project is at risk of having to stop implementation to adjust capital for national key projects according to the direction of the Prime Minister" - the document of the Ministry of Construction stated.

The project to renovate and upgrade National Highway 28B through Lam Dong province is about 68km long. The total investment is more than 1,400 billion VND and is scheduled to be completed before December 31, 2025.

The project has a starting point intersecting with National Highway 1A (Luong Son commune), the end point intersecting with National Highway 20 (Ninh Gia commune). The project is invested by the Vietnam Road Administration and this unit assigned Project Management Board 5 to manage the project.

The project is invested according to the scale of a level III plain road, a 12m wide roadbed, a 11m wide road surface, and a design speed of 80 km/h.
