On November 21, the Hanoi Department of Construction issued a notice approving the traffic organization plan on Vo Nguyen Giap Street, from Ca Lo Bridge to the intersection with Vo Van Kiet Street, to serve the construction of the lighting system repair and maintenance project prepared by the Hanoi City Infrastructure Management Center.
Specifically, in phase 1 of repairing and maintaining the lighting system next to the sidewalk on the left and right sides of Vo Nguyen Giap Street, the construction unit will fence off the sidewalks on both sides of the Hanoi - Dong Anh route and vice versa. The fence length is 80m, the width is 4m; the remaining 11m road surface is organized for vehicles to travel through the construction area according to the current traffic plan.
In phase 2, the construction unit will repair and maintain the lighting system close to the median strip in both directions of Vo Nguyen Giap Street. The construction unit will have a mobile barrier close to the median strip between the two lanes in the direction of Hanoi - Dong Anh and vice versa. The fence length is 80m, the width is 4m; the remaining 11m road surface continues to be organized for traffic according to the current status.
According to regulations, construction units are not allowed to construct in the morning from 6am to 9am and in the afternoon from 4pm to 7:30pm every day. Vehicles serving the construction must gather outside the route to minimize traffic congestion.
The time for organizing traffic to serve the repair and maintenance of the lighting system on Vo Nguyen Giap Street starts from November 22, 2025 to February 14, 2026. During holidays, Tet or when requested by the authorities to ensure traffic safety, the investor must direct the construction unit to clean up machinery, materials, waste rock and soil... and immediately restore the current status of the traffic infrastructure.
To organize traffic effectively, the Hanoi Department of Construction requires the Hanoi City Infrastructure Management Center and the construction unit to develop a rolling construction measure for each 80m section to ensure safety and limit congestion. In the construction area, barriers, reflective ropes, a sign system and 3 warning layers must be arranged in front of the barrier.
Specifically, at each construction site, it is necessary to place signs I.441 (500m, 100m, 50m warning), speed limit signs and hat hoes, warning lights, reflective ropes... At the same time, arrange forces to guide on-site traffic flow and remote traffic flow to ensure safety and avoid congestion.
In addition, the Hanoi City Infrastructure Management Center and the construction unit must coordinate with the Traffic Police force and local authorities to arrange a duty force, guide traffic, organize remote traffic flow and install a sign system according to regulations. When congestion occurs, there must be timely handling plans, coordinating with functional forces to ensure smooth traffic.
The construction unit must also fully prepare equipment and human resources to be on duty to handle incidents that cause congestion or are unsafe, and provide contact phone numbers with the authorities. During the construction process, if an accident occurs, the investor and the contractor must take full responsibility.
The Hanoi Department of Construction also requested the Traffic Police Department - Hanoi City Police to coordinate in guiding traffic flow, ensuring safety and avoiding congestion; and at the same time handling violations of the provisions of the Road Traffic Law.
