Provincial road is seriously degraded
Provincial Road 9, with a length of more than 7km, connecting National Highway 1A to the Cam Lo - La Son expressway intersection (in Phong Dien Ward, Hue City) is in a state of serious degradation.
This road section used to play an important role in connecting the expressway to the center of Hue city, but has now become a nightmare for people and drivers passing by.
According to the actual records of Lao Dong Newspaper reporters, the asphalt road surface along the entire route has peeled and cracked, many sections no longer have plastic layer but only rough rock and soil.

In particular, the area through My Khanh residential group (Phong Dien ward) is one of the most severely damaged areas. A series of potholes are lying in the middle of the road, causing vehicles to move slowly.
Many sections of the road were "destroyed" by wheels on both sides, leading to the asphalt road becoming increasingly narrow. Along with that, the dense amount of soil, rocks, and gravel appeared on the road, causing many dangers to people's travel.
Soil trucks from the mines run loudly through residential areas in Phong Dien ward, causing thick dust, seriously affecting the health and daily life of people. The porch, doors, trees and items are always covered with red dust.

According to local people, the main reason for the road's rapid deterioration is the large number of heavy trucks, especially trucks carrying soil and rock from the mines and trucks carrying construction materials, often traveling at high density.
Although it has been temporarily maintained, due to poor implementation and large traffic volume, the repair points quickly deteriorated, even worse than before.
Spending money, upgrading the entire route
Faced with the deterioration of the route, the People's Committee of Hue City has approved the investment policy for the project to upgrade Provincial Road 9, from National Highway 1 to the Cam Lo - La Son expressway intersection.
The about 7.2km long route will be renovated to overcome serious degradation, ensure traffic safety, and increase connectivity with this important expressway.
According to the approved decision, the entire route will be upgraded with a asphalt concrete road surface structure on a crushed stone layer. The project also includes synchronous items such as drainage systems, signs and other traffic safety factors.

The cross-section of the route is divided into two sections: the section from Km0+800 to Km2+989 is 36m wide, the rest from Km2+989 to Km8+000 is 31m wide. The design of this phase is to meet immediate needs, but still calculate the complete expansion in the future.
The total investment for the project is more than 71 billion VND, taken from the Hue City budget. The implementation period is expected to last 3 years. The investor is urgently completing the necessary procedures to start construction soon.

The People's Committee of Hue City also requires relevant units to properly implement the planning in placing road markers and site clearance, while strengthening the management of land along the route to avoid encroachment or misuse.
Many opinions from experts and people suggested that it is necessary to strictly control the weight of vehicles after the road is upgraded, in order to prolong the life of the project and avoid repeated damage after investment.
