On December 1, according to the Traffic Police Department, the Director of the Traffic Police Department transferred information about the violation of a passenger car with license plate 27F-000.35 (Ly Nghia bus company) at 8:30 p.m. on November 30, 2025 on Ring Road 3 to the Traffic Police Department of Hanoi City Police for receipt, inspection and handling according to regulations. Upon receiving the instructions, the unit sent a patrol team to control the use of mobile motorbikes on the route, quickly approached and stopped the vehicle for inspection.
Through inspection, the working group identified the driver as Tran Huu C (born in 1977; residing in Pho Hien ward, Hung Yen province). At the time of discovery, the passenger bus with license plate 27F-000.35 was traveling from Lang Son bus station to Ban Phu bus station (Dien Bien), traveling along the Vo Van Kiet - Thang Long bridge - Ring Road 3 route - Thang Long Avenue.
The working group showed the driver a picture of the violation. Driver Tran Huu C admitted to the following violations: driving into the lane for emergency stopping and carrying luggage and goods exceeding the size of the vehicle's outer packaging. The authorities requested the unloading of all goods and luggage left on the roof of the vehicle in accordance with traffic safety regulations.
Pursuant to the regulations on administrative sanctions in the field of road traffic, driver Tran Huu C was fined a total of VND 5,700,000 and had 2 points deducted from his driving license. The handling is carried out in accordance with the correct procedures, ensuring deterrence, while reminding bus companies when traveling on expressways and beltways to strictly comply with lanes, routes and regulations on loading and unloading goods.
