On the elevated Ring Road 3, from the Nguyen Xien - Khuat Duy Tien intersection to the Mai Dich overpass, a line of cars lined up for kilometers, almost unchanged. Streets such as Pham Van Bach, Duong Dinh Nghe, Cau Giay... were submerged in a sea of people and vehicles. The sound of the engine, the thunderous car horns and the damp air of the rain created a chaotic scene.


At around 8:05, Duong Dinh Nghe Street was congested for a long time. The drizzle weather accompanied by high traffic density during rush hour has caused many people to wait a long time to move.


The drizzle and congestion caused Mr. Manh Hung - a technology motorbike taxi driver - to take passengers to the destination because vehicles were almost stationary when passing through this area.

At around 8:10 a.m., at the Dai Mo - Bach Thanh Phong intersection, people reported that traffic lights were not working, causing congestion for many kilometers. "We have been standing still here for about 30 minutes, unable to move" - Ms. Khanh Hoa shared.


Traffic congestion occurred on many roads such as Tran Duy Hung. Ms. Nguyen Minh Trang (residing in Thanh Xuan ward) said that she left the house at 6:30 am to take her child to school and then went to the office in Cau Giay district, but after nearly 2 hours, she arrived.
"It was cold and raining, the road was slippery, and traffic was heavy in each section. Going to work in this weather is really hard, if children don't go to school early, they can easily be late" - Ms. Trang shared.



At around 8:40 a.m., at Nguyen Chi Thanh overpass, vehicles lined up to move slowly.
