The coastal road through Thanh Hoa province has a length of 96.2 km, passing through districts, towns, and (old) cities such as: Nga Son, Hau Loc, Hoang Hoa, Sam Son, Quang Xuong and Nghi Son. The route is divided into 5 sections with different lengths.

To date, Thanh Hoa province has only completed 2 sections with a total length of more than 32 km, with an investment cost of about 3,500 billion VND.
In the remaining sections, the section from Hoang Thanh commune to Sam Son ward, nearly 12 km long, with a total investment of more than 1,800 billion VND, is facing many difficulties in the implementation process.
Specifically, this route section has not been allocated capital plan according to sources and capital structure, so it does not meet the conditions for approving the contractor selection plan for component projects.

On March 3, in an exchange with a reporter from Lao Dong Newspaper, many households in Sam Son ward said that the coastal road project was implemented many years ago, but then "lay idle", causing people's lives to be affected.
Mr. Do Duc Linh (resident of Yen Trach residential group, Sam Son ward) said that the process of deploying the coastal road, the section from Hoang Thanh commune to Sam Son ward has been "stuck" for many years. Meanwhile, site clearance has been completed for a long time but construction has not been seen.
Typically, the route passes through Chau Binh, Xuan Phuong, An Chinh, Yen Trach residential groups of Sam Son ward, after site clearance and relocation of households to other places, this area is abandoned, affecting the travel of many households" - Mr. Linh said.

Like Mr. Linh, Mr. Do Nhu Thanh (63 years old, residing in Yen Trach residential group, Sam Son ward) angrily said that after many years of project implementation and site clearance, up to now, the planned road area of tens of meters has become a wild grass field, swampy, and flooded every time it rains.
The most difficult thing is that after site clearance, some residential areas no longer have convenient roads. Households have to pile soil and make temporary paths to enter their houses, which is very inconvenient in daily life" - Mr. Thanh shared.

According to many households in Sam Son ward, if the coastal road project is implemented synchronously and completed on schedule, it will bring many benefits in connecting inter-communes, inter-regions and inter-provinces, thereby promoting economic development. However, the slow implementation of some sections not only affects travel but also causes many inconveniences and great impacts on the lives of people in the project area.
Regarding the construction of the coastal road project through Thanh Hoa province, in an exchange with a reporter from Lao Dong Newspaper, a representative of the Thanh Hoa Traffic Construction Investment Project Management Board said that the coastal road of Vietnam was approved for planning by the Prime Minister in Decision No. 129/QD-TTg dated January 18, 2010 and approved for adjustment in document No. 2409/TTg-KTN dated December 31, 2015.
The road through Thanh Hoa province has a length of 96.2 km. Up to now, Thanh Hoa province has only completed 2 sections with a length of more than 32 km.
The project still has 64km in progress. In which, the Hoang Hoa - Sam Son and Quang Xuong - Nghi Son sections, with a length of 29.9km, face many difficulties in arranging capital and construction.
