Only more than 32 km completed
Regarding the construction of the coastal road project through Thanh Hoa province, on March 2, in an exchange with a reporter from Lao Dong Newspaper, a representative of the Thanh Hoa Traffic Construction Investment Project Management Board said that the Vietnam coastal road was approved for planning by the Prime Minister in Decision No. 129/QD-TTg dated January 18, 2010 and approved for adjustment in document No. 2409/TTg-KTN dated December 31, 2015.

The road through Thanh Hoa province has a length of 96.2 km, passing through districts and towns (old) such as: Nga Son, Hau Loc, Hoang Hoa, Sam Son, Quang Xuong and Nghi Son. Up to now, Thanh Hoa province has only completed 2 sections with a length of more than 32 km, with an investment cost of about 3,500 billion VND.
Specifically, 2 completed investment sections include: The section from Sam Son City (old) to Quang Xuong district (old), more than 12 km long, with a total investment of nearly 1,500 billion VND, completed and handed over for use in August 2021; the section from Lach Bang 2 bridge to the end of Nghi Son Economic Zone, 20.1 km long, with an investment of 2,000 billion VND, put into use before 2020.
The remaining Nga Son - Hoang Hoa section (23.7 km long, with a total investment of more than 2,200 billion VND), a project in the form of public investment, started in December 2021, expected to be completed in December 2026.
For the Ninh Hai section (Nghi Son town) to Bac Nam 2 road, with a length of 10 km, belonging to the Tinh Gia urban sub-project, Thanh Hoa province - a project to comprehensively develop dynamic urban areas, with a total investment of more than 2,300 billion VND. The project uses loans from the World Bank. Currently, the project is under construction, expected to be completed by the end of 2026.
Unfinished route sections
It is known that among the 5 route sections (through Thanh Hoa province), the Hoang Hoa - Sam Son section and the Quang Xuong - Nghi Son Town section face many difficulties in arranging capital and construction.
Accordingly, this route section has a length of 29.9 km, and was approved for investment project by Thanh Hoa Provincial People's Committee at the end of 2020 in the form of public-private partnership PPP (BOT contract). After that, the project was adjusted to public investment form at the end of 2025 (renamed the Project to invest in the construction of the coastal road section Hoang Thanh - Sam Son and Tien Trang - Nghi Son Economic Zone), with a total adjusted investment of more than 3,300 billion VND.

This project is divided into 2 component projects: Component project 1 (section from Hoang Thanh commune - Sam Son ward), nearly 12 km long, including 2 bridges (Cua Hoi bridge and Dong Luu bridge), with a total investment of more than 1,800 billion VND (from the central budget supporting 1,199 billion VND, the provincial budget more than 628 billion VND).
However, currently, because the project has not been allocated capital plans according to sources and capital structure, it does not yet meet the conditions for approving the contractor selection plan for this component project.
The remaining component project (section from Tien Trang commune - Nghi Son Economic Zone) is more than 17 km long, including 1 bridge (Thach Chau bridge), with a total investment of more than 1,500 billion VND. Currently, the Thanh Hoa Traffic Construction Investment Project Management Board has approved the contractor selection plan, with a total of 11 bidding packages, with a total price of more than 1,200 billion VND. It is expected that component project 2 will start construction in July 2026.
