Toll collection for coastal roads in Hung Yen province from 03.01.2026

From 0:00 on January 3, 2026, cars traveling on the coastal road of Hung Yen province officially pay BOT tolls in the form of electronic non-stop toll collection ETC.

From 0:00 on January 3, 2026, the coastal road of Hung Yen province officially deploys road use service fee collection in the form of BOT contracts. Toll collection is carried out using non-stop electronic toll collection (ETC) technology, in order to modernize the management and operation of traffic infrastructure and ensure smooth traffic flow.

Toll collection activities are implemented according to Document No. 4015/UBND-KT1 dated December 26, 2025 of Hung Yen Provincial People's Committee on approving the plan to organize the collection of road use fees for coastal roads. The project management and operation unit is Thai Binh Coastal Road PPP Investment Co., Ltd.

According to the company's announcement, the toll station is located at Km41+264.74 to Km41+480.09, in Hung Phu commune, Hung Yen province. The station has a scale of 4 lanes for motorized vehicles, including 2 inward and 2 outward lanes, meeting the traffic needs of vehicles passing through the route.

The main form of toll collection is non-stop electronic money collection (ETC), applied to vehicles that have RFID ID cards and have sufficient balances in their accounts. In case of technical problems or vehicles that do not meet the conditions for using ETC, the station will apply the one-stop toll collection (MTC) method to ensure continuous operation.

The subjects of road use service fees are road vehicles passing through toll stations. Organizations and individuals owning, using or managing vehicles are responsible for paying service fees according to regulations, except for cases of exemption.

The road use service price (including value-added tax) is divided into 5 groups of vehicles. Specifically, vehicles under 12 seats, trucks under 2 tons and public passenger transport buses have a fee of 40,000 VND/trip. Vehicles from 12 to 30 seats or trucks from 2 tons to under 4 tons apply a fee of 54,000 VND/trip.

For vehicles with 31 seats or more or trucks from 4 tons to under 10 tons, the fee is 81,000 VND/turn. Groups of trucks from 10 tons to under 18 tons or container trucks under 40 feet have a fee of 130,000 VND/turn. Vehicles with a tonnage of 18 tons or more or containers from 40 feet or more apply the highest fee of 196,000 VND/turn. The fee can be adjusted according to each stage in accordance with legal regulations.

In addition, some subjects are exempted from road use service fees when traveling through toll stations according to the notice issued on December 26, 2025 by Thai Binh Coastal Road PPP Investment Co., Ltd.

The coastal road of Hung Yen province is more than 34 km long, is a key transport infrastructure project, connecting to the national coastal route. The project contributes to shortening travel time, promoting logistics development, strengthening regional linkages and attracting investment for the coastal area of the Northern Delta.
