Unfinished resettlement infrastructure
As one of the few households that have moved to the Dong Thang resettlement area, Nhu Khe commune, Yen Son district (Tuyen Quang) for nearly a year now, Ms. Doan Thi Dinh is not sure when the construction in this resettlement area will be completed.
Previously, because the resettlement area had not yet completed the site while the old residence had been handed over for the Tuyen Quang - Phu Tho expressway project, Ms. Dinh had to rent a place to live for more than a year.
"I moved here in early April 2024, and until now, I still see the infrastructure unfinished like that, they have been working for a few days and then they are leaving it. There is still no clean water, we have to use well water to drill the limestone, life is very inconvenient," Ms. Dinh lamented.
Dong Thang resettlement area has an area of over 5 hectares, providing accommodation for nearly 40 households subject to land acquisition for the Tuyen Quang - Phu Tho expressway project. Up to now, the expressway has been in operation for more than a year but the infrastructure of the resettlement area is still unfinished, and the completion date is unknown.
Recorded at the end of March 2025, Dong Thang resettlement area has only had nearly 10 households moving in, some other households are constructing houses. Unfinished traffic roads, clean water pipes, drainage culverts, and construction materials are scattered.

According to the investigation, Dong Thang Resettlement Area is invested by the Yen Son District Construction Management Board, the construction unit is Hoang Long Company Limited. Although still in the construction phase, at the time of recording this resettlement area, no construction activities were taking place.
Similar situation in the resettlement areas of Tuyen Quang - Ha Giang expressway in Ham Yen district, infrastructure is messy and only a few households have moved to live while construction work is sluggish.
Ms. Luong Thi Uong (Bua Nghiao resettlement area, Phu Luu commune, Ham Yen) said that her family has moved to the resettlement area for more than a year but lacks everything. The entire area was planned for 48 households, but so far only 2 households have lived there.

"There is no clean water, people have to drill wells themselves, electricity is temporarily dragged by themselves, the two houses sharing a meter are very inconvenient, the road is unfinished, it is not known when it will be completed," Ms. Ung worried.
Slow progress
Go Danh resettlement area, Nhu Khe commune (Yen Son district) is considered one of the projects behind schedule. The project is represented by the Yen Son District Construction Investment Project Management Board. The construction unit of the Joint Venture of Duc Anh Company - Hoang Ha Company - Tho Son Company.
Go Danh resettlement area started on January 5, 2024, and was completed in 390 days. However, according to the reporter's records at the end of March 2025, the construction was very sluggish, with many unfinished items. At some points, no construction activities were carried out.

Although there is no basic infrastructure such as roads, electricity, and water, due to the urgent need for housing, at least 3 households subject to relocation have started building houses in Go Danh resettlement area despite risks and inconveniences.
"The old house has been handed over to the state for road construction, and there is no shelter and they are currently having to stay. Knowing that the resettlement area is not yet completed but the houses have been built, it is inconvenient to do many things but there is no other choice," said a household in Go Danh resettlement area.
According to report No. 116 dated March 18, 2025 of the investor on the construction progress of Go Danh resettlement area, the volume of items such as leveling and new traffic infrastructure has reached 90%, construction of power lines and new transformer stations has reached 20%.

"After committing the progress in the minutes dated February 5, 2025, the contractors have organized the construction of unfinished items, however, the construction progress is very slow compared to the commitment and the progress of the signed contract," the investor's report stated.
Faced with this situation, the investor has reported and proposed that the People's Committee of Yen Son district give instructions on strictly handling the construction contractor behind schedule.
On March 20, at a meeting with reporters, Mr. Pham Quang Duc - Deputy Director of the Management Board of the Construction Investment Project Management Board of Yen Son district admitted that there was a delay in the progress of some construction works of the expressway resettlement area in the area.
"In addition to the unfavorable weather conditions such as heavy rain in 2024, there are also problems with legal regulations on exploitation and handling of excavated soil volume for embankment in resettlement areas. However, there are also some cases where contractors have not proactively accelerated the construction progress," said Mr. Duc.
According to the reporter's research, to implement the Tuyen Quang - Ha Giang expressway project, Tuyen Quang province has approved the construction of 24 resettlement areas for 479 households subject to housing relocation. Of which, the most is in Ham Yen district with 19 areas.
Up to now, in most of the resettlement areas, the number of households moving to live is very small, including the reason that the resettlement areas have not completed infrastructure, land and the work of granting land use right certificates to people is still slow.
