Reduced road for National Highway 21
The project to build a new Nam Dinh - Lac Quan - coastal road is a key project in Nam Dinh with a total investment of about 6,400 billion VND. The project passes through 5 districts: Nam Truc, Truc Ninh, Hai Hau, Xuan Truong and Giao Thuy, with a total length of 24.66km.
The route is on a level I plain road, with a design speed of 100km/h, a roadbed width of 39m, an 8-lane road surface, and a clearance of about 100m across the entire route. The bridge and culvert sections on the route are designed synchronously, ensuring compliance with the scale of the road. As for Lac Quan bridge, keep the old bridge, build a new unit with a width of 17m on the right side of the old bridge (towards the downstream of Ninh Co river).


The starting point connects with the project to build an axis road in the South of Nam Dinh city, Nam Cuong commune, Nam Truc district and the end point connects with the project to build a coastal road at the intersection of Hai Hau and Giao Thuy districts.
The route is expected to contribute to completing the road traffic network, modernizing the transportation system of Nam Dinh province, and conveniently connecting with the regional and national transportation system. At the same time, it reduces the load on National Highway 21, which is currently very narrow, shortening the time for transporting goods and passengers from the southern districts of the province to the center of Nam Dinh city, to Hanoi capital and provinces and cities in the Red River Delta.
Striving to finish ahead of schedule
According to information from the Nam Dinh Provincial Construction Investment Project Management Board, by March 25, the project's site clearance work had been 100% completed, handing over 24.66/24.66km; of which agricultural land is 22.31km; residential land is 2.35km. The construction progress of the section Km0 - Km15+740 and the branch connecting to the national highway; 15.74km long, has reached 65% of the volume. The main structure of National Highway 21B overpass has been completed.


From Km15+740- Km19+00, the construction volume is about 85% complete, including Lac Quan bridge with the main structure. Lighting system, Xuan Truong intersection and provincial road intersection 489C are under construction. As for Km19+00 - the end of the route, the value of the completed volume has reached 65%. This section of the road has a So River bridge and a number of other small bridges under construction.
Mr. Tran Duc Hung - Nam Dinh - Lac Quan - Coastal Road Project Management Board - said that the project completion schedule according to the contract is in 2026, but the management board is focusing on monitoring and urging the construction unit to focus on machinery and human resources to strive to reach the finish line ahead of schedule, expected in October 2025.
