At the regular press conference of the Ministry of Industry and Trade in the third quarter of 2025, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan affirmed that the goal of developing rooftop solar power has been set very specifically, and the Ministry of Industry and Trade always wishes to promote the development of this field.
"There is no reason for the Ministry of Industry and Trade to set up any procedures or regulations that make it difficult for people and businesses to develop solar power" - Deputy Minister Tan emphasized.
Deputy Minister Nguyen Sinh Nhat Tan said that the Ministry of Industry and Trade has directed functional units, including the Electricity Department, to coordinate with localities to review and guide the implementation, ensuring safety and efficiency. The goal is to help households and businesses proactively invest and exploit solar power legally and conveniently" - Deputy Minister Tan emphasized.
Providing detailed information about the content of self-produced and self-consumed rooftop solar power, Mr. Bui Quoc Hung - Deputy Director of the Electricity Department said that it is necessary to clearly identify the concept of self-produced and self-consumed rooftop solar power as electricity invested and self-produced by people to serve their needs, and may have a surplus to sell to the national grid, but the main goal is self-use.
In essence, solar power and other renewable energy sources, for households, except for very few special cases such as remote areas, mountainous areas, and islands, can operate independently, without registration or notification.
However, most households are currently connected to the national grid, still buying electricity from EVN for daily life and production. Therefore, when installing rooftop solar power, people will be able to consume the electricity they produce themselves and use electricity from the national grid when there is no sun (mainly at night) - Deputy Director of the Electricity Department stated.
Deputy Director Bui Quoc Hung affirmed that there needs to be a notification mechanism, not registration or permission. People just need to notify the electricity management unit or the local Department of Industry and Trade, so that the electricity industry can have information such as: That household has installed solar power, how much capacity, when can it be used. This helps the electricity industry balance supply and demand appropriately, ensuring system stability.
"The purpose of the announcement is only to coordinate techniques, not at all to carry out cumbersome administrative procedures or grant licenses. Without information, the electricity industry will find it difficult to calculate the load balance, leading to times when households do not have solar power, the supply from the grid can be passive. In other words, the current mechanism does not require permission, does not require complicated procedures, just need to announce simply for the power system to operate properly" - Mr. Bui Quoc Hung emphasized.
Reducing administrative procedures, increasing support policies
Providing more information at the press conference, the Deputy Director said that the Ministry of Industry and Trade is currently assigned by the Prime Minister to develop a new decision on encouraging the development of rooftop solar power, in order to create a clearer and more open legal corridor. In particular, there will be many steps to reduce administrative procedures and many more practical support and encouragement policies.
Firstly, people can get preferential loans from the Social Policy Bank with a loan of about 40 million VND, interest rate of only 7-8%/year and can receive additional support of 2-3 million VND if investing in a rooftop solar power project.
Second, the Ministry of Industry and Trade is reviewing the mechanism to allow the sale of surplus electricity to the Vietnam Electricity Group (EVN) grid according to the new regulations, in accordance with reality.
Regarding procedures, the draft Decision to encourage the development of rooftop solar power is being finalized and is expected to be submitted to the Government for promulgation in the near future. When this decision is signed, the new mechanism will be much more open than previous regulations.
The procedure will be very simple, only need a single registration file, including: A request; an installation confirmation sent to the commune-level electronic information portal or local power unit. Upon receiving the notification, the power unit will automatically coordinate with relevant agencies for support, technical inspection, installation and operation.
"The entire process will be streamlined to the maximum, much more friendly and convenient for people. The policy of the Ministry of Industry and Trade is to simplify, create maximum favorable conditions, not tighten, but encourage people and businesses to participate in developing self-produced and self-consumed rooftop solar power" - Mr. Bui Quoc Hung emphasized.
