Considering early salary increase
Ms. T.N.K.H - a tax officer - sent a question to the Ministry of Finance, requesting an answer on the conditions for early salary increase according to Decision No. 2215/QD-BTC dated November 26, 2021. According to Ms. H, although she has never received a regular salary increase, due to having paid social insurance before being recruited to the General Department of Taxation (from January 1 to the Tax Department), she still lacks one month to qualify for a regular salary increase on December 31, 2024.
Responding to this issue, the Ministry of Finance said that Decision No. 2215/QD-BTC clearly stipulates the standards and levels of reward achievements to consider raising the salary level ahead of schedule due to outstanding achievements. Accordingly, one of the important conditions is that civil servants must have at least one regular salary increase before considering early salary increase.
The Ministry of Finance recommends that individuals carefully study the provisions of Decision No. 2215/QD-BTC to properly implement the process of considering early salary increase.
The consideration of early salary increase is an important policy to recognize the achievements of civil servants and public employees. However, the implementation process needs to strictly comply with current regulations to ensure fairness and transparency.
Conditions for considering early salary increase
According to Article 8, Decision No. 2215/QD-BTC, civil servants and public employees at units under and directly under the Ministry of Finance who want to be considered for early salary increase due to excellent achievements in performing tasks must meet the following conditions:
Regarding the salary retention period:
At least once have regular salary increase before considering early salary increase.
At the time of consideration, there must be a maximum of 12 months until the time of further regular salary increase.
Regarding commendation achievements:
With outstanding achievements, being rewarded at an appropriate level (through commendation of Minister, title of emulation fighter at the Ministry level, etc.).
This achievement must be associated with the assigned tasks and during the current salary period.
Regarding the number of approved:
The number of civil servants and public employees considered for early salary increase must not exceed 10% of the total number of people receiving regular salary increases in the year of the unit.
Proposal for early salary increase
Civil servants and public employees who meet the conditions need to prepare documents include:
Proposal to consider early salary increase.
The most recent decision to increase salary regularly.
Award documents (commendation, decision to recognize achievements, etc.).
Confirm the salary retention period of the personnel management unit.
After completing the documents, the management unit will submit to the Council for approval of early salary increase for consideration in accordance with regulations.
