With an additional university degree, will civil servants get a salary increase

A tax official wonders whether the salary will be adjusted after obtaining a university degree. The management agency has responded and clarified current regulations.

Recently, the Ministry of Finance has issued a document responding to the question of a tax officer regarding the conversion of salary ranges from type B to type A0.

This civil servant is currently classified as an intermediate civil servant (code 01.008), receiving a class B salary and receiving a salary increase every two years. After graduating from university with a major in Literature - Architecture in September 2024, this civil servant questioned whether he could be transferred to receive a salary for cadres of type A0 or not.

According to the Ministry of Finance, salary classification for civil servants specializing in documentation is implemented according to Article 15 of Circular No. 02/2021/TT-BNV dated June 11, 2021 of the Ministry of Home Affairs. At the same time, Clause 3, Article 18 of this Circular also stipulates the repeal of Article 1 of Circular No. 05/2017/TT-BNV, which means that the regulations on appointment of cadres rank according to Official Dispatch No. 15075/BTC-TCCB dated November 7, 2017 as mentioned by this civil servant will no longer apply.

Thus, the old regulation on salary conversion from type B to type A0 is no longer valid. The Ministry of Finance recommends that civil servants base on Circular 02/2021/TT-BNV to determine a salary regime suitable for their cases.

This means that the salary transfer after obtaining a university degree does not take place automatically, but needs to be considered on many factors such as job standards, job positions and the latest updated regulations.
