Improving institutions, creating momentum for growth
On July 17, the Ministry of Finance organized a conference to summarize the work in the first 6 months of the year and deploy tasks for the last 6 months of 2026.
According to a report by the Ministry of Finance, the first 6 months of 2026 took place in the context of the world economy continuing to develop complicatedly with many challenges from geopolitical conflicts, energy market fluctuations, technology competition and growth recovery pressure. Domestically, 2026 is the first year to implement the "double-digit" growth target for the period 2026-2030, posing high requirements for economic and financial management and administration.
Speaking at the conference, Minister of Finance Ngo Van Tuan acknowledged the results achieved by the entire sector in the first 6 months of the year, and highly appreciated the presentations of localities and units under the Ministry. According to the Minister, the opinions at the conference shared many practical experiences, effective ways of doing things and proposed solutions to continue to improve mechanisms and policies, and improve the efficiency of financial and budget management.
To complete the high growth target in 2026, the Minister requested units under the Ministry and local financial agencies to urgently review the growth scenario, goals and tasks of the last 6 months of the year based on the results of the first 6 months of the year and the direction of the Government.
The first group of tasks emphasized by the Minister is to continue to comprehensively review plans and plans, promptly supplement and adjust tasks for 2027 and the following years in accordance with the actual situation.
The Minister requested each official and civil servant of the Finance sector to improve their sense of responsibility, proactively research and propose solutions, and promptly update the new guidelines and orientations of the Central Government, the Politburo, the National Assembly and the Government to concretize them into programs and action plans suitable to the functions and tasks of each unit.
Along with that, the Minister requested to continue to improve institutions in the direction of creating development, considering institutions as resources and driving forces for growth. Units need to urgently complete draft laws according to schedule, and at the same time continue to review and improve regulations related to state budget management and public investment.
The law-making process needs to innovate thinking in the direction of reducing procedural regulations, strengthening decentralization and delegation of power associated with inspection and supervision, and strongly shifting from pre-inspection to post-inspection for eligible sectors.
Effectively manage finance - budget, promote digital transformation
Regarding financial and budget management, the Minister requested the Finance sector to continue to promote its strategic advisory role, effectively manage fiscal policy, improve the investment and business environment and mobilize resources for development.
In budget revenue collection, the Minister emphasized the requirement to ensure accurate and sufficient revenue collection, while creating favorable conditions for people and businesses to develop production and business, thereby creating a sustainable source of revenue for the state budget.
Regarding budget expenditures, the Minister requested strict implementation of Conclusion No. 18-KL/TW, thoroughly reducing recurrent expenditures, prioritizing resources for development investment. The reorganization of national target programs needs to continue to promote decentralization and delegation of power to localities, while ministries and sectors focus on building mechanisms, policies and controlling outputs.
Regarding public investment, the Minister requested to focus on advising on maximizing disbursement of the 2026 capital plan; pay attention to the socio-economic efficiency of each project and project and proactively transfer capital from slow disbursement units to places with good implementation capacity. At the same time, continue to unlock resources in society, improve the investment and business environment, promote business establishment and effectively mobilize resources among the people to serve development.
In addition, the Minister requested to continue to consolidate the organizational structure in a streamlined and effective direction, ensuring clear people, clear tasks, and clear responsibilities; and at the same time, pay attention to recruitment, training, fostering, planning and rotation of cadres. The evaluation and reward must ensure substance, associated with work efficiency.
At the same time, promote digital transformation, build a modern financial foundation. According to the Minister, the entire sector needs to continue to build synchronous, interconnected and shared databases; prioritize the development of digital platforms in the fields of tax, customs, treasury and business registration to improve management efficiency, create convenience for people and businesses.
