On August 1, the Department of Industry and Trade of Gia Lai province said that it will soon review the dossier and application for a power operation license for wind power projects in the area.
As Lao Dong Newspaper has reported, over the years, a series of wind power projects in Gia Lai, although completed, have not been put into operation and are not allowed to sign power purchase contracts due to legal problems, causing waste of investment resources and losses to businesses of thousands of billions of VND.
Scale wind power projects have not yet been granted power operation licenses such as: Cho Long Wind Power Plant Project, Yang Trung Wind Power Plant, Ia Pech Wind Power Plant, Mountainous Development Wind Power Plant and Central Highlands Processing Wind Power Plant Project.
According to the Department of Industry and Trade of Gia Lai, previously all large-scale renewable energy projects had to be appraised by the Electricity Regulatory Authority - Ministry of Industry and Trade to issue electricity operation licenses.
When granted a license, the investor is eligible to negotiate and sign an electricity purchase and sale contract with Vietnam Electricity Group (EVN).
However, recently, when the new Electricity Law took effect, it stipulated the authority to grant electricity operation licenses for projects with a capacity of less than 50 MW under the Provincial People's Committee, in which the Department of Industry and Trade was authorized.
The Department of Industry and Trade of Gia Lai affirmed that it will receive documents to resolve administrative procedures according to regulations for the Central Highlands Processing Wind Power Plant Project (capacity below 50MW, investor is Chu Prong Gia Lai Wind Energy Joint Stock Company).
Most wind power projects have been completed since 2023 but have not yet been recognized for commercial operation, buying and selling electricity to the market to generate revenue.

In the west of Gia Lai province, projects such as: Mountainous Development Wind Power Plant invested by Chu Prong Gia Lai Wind Power Joint Stock Company (investment level of 1,916 billion VND). The nguyen Tay Processing Wind Power Plant project is invested by Chu Prong Gia Lai Wind Energy Joint Stock Company (investment level of 1,917 billion VND).
The Hung Hai Gia Lai Wind Power Plant project is invested by Gia Lai Wind Power Investment and Development Joint Stock Company. This project is built in Kong Chro, with an investment of VND 3,700 billion. When a series of these projects operate at 100% capacity, it will create a large and stable source of revenue for Gia Lai's budget.
