On December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation. In particular, the development of science, technology, innovation and digital transformation is identified as the main driving force for the country to develop a breakthrough in the new era.
Implementing the direction of the leaders of the Customs Department, the Customs Information Technology and Statistics Department has coordinated with the regional Customs Branches to pilot the automatic function of assigning civil servants to check documents on the VNACCS/VCIS system from the end of May 2025.
At the Customs Branch of Region III, during the 3 pilot days, the system processed 720 gold flow declarations, of which 609 declarations were automatically assigned and 111 declarations were hand-to-hand. Notably, up to 61 declarations registered outside of working hours (accounting for over 10%) were also automatically received and assigned by the system as soon as they arose.
At the Customs Branch of Region IV, from May 31 to June 2, 2025, the system has automatically assigned 2,063 declarations in localities such as Ha Nam, Hung Yen, Hai Duong, Nam Dinh.
Through the pilot, the automatic function of assigning civil servants to check documents shows many advantages such as: randomly, in order, regardless of the enterprise, type or item; ensuring objectivity, transparency; saving time and reducing the burden on unit leaders. The system operates continuously 24/7, regardless of individuals, requiring civil servants to proactively improve their professional capacity to process a variety of types of records.
Based on the results of the pilot implementation, the Customs Department issued Official Letter No. 9689/CHQ-CNTT dated June 19, 2025, instructing the Regional Customs Branches to officially deploy the function of automatically assigning civil servants to check documents on the VNACCS/VCIS system from July 1, 2025.
This function applies to declarations registered on the system and the flow of file inspection (yellow flow). The system will automatically assign tasks according to the principle of rotating the list of registered accounts, without "dead" time, ensuring continuous operation 24/7.
In case of special situations such as branch declarations, container declarations or civil servants being absent suddenly, the assignment can be adjusted manually to ensure processing progress.
For units with many separate declaration processing departments, the system will be appropriately cauulated and delegated. At the same time, businesses are instructed to use the correct department code when registering for declaration to ensure accurate assignment.
The application of automation technology in the professional process is an important step in modernizing customs management, building a transparent and professional customs clearance environment, meeting the requirements of integration and economic development of the country.
