Minister of Finance Nguyen Van Thang has just signed Decision No. 2019/QD-BTC dated June 11, 2025, amending Decision No. 382/QD-BTC on the functions, tasks, powers and organizational structure of the Customs Department, in which the management area of 20 regional Customs Branches is adjusted according to the new organizational model after the arrangement of provincial-level administrative units.
Accordingly, Clause 4, Article 3 of Decision 382 is amended and supplemented: The Director of the Customs Department will prescribe the functions, tasks, powers and organizational structure of the Department under the Department after receiving opinions from the Ministry of Finance. At the same time, the Director also has the authority to prescribe the functions and tasks of the Departments under the Department and the units under the Department.
The appendix accompanying the Decision 2019 replaces the old appendix, clearly stipulating the management area and headquarters of 20 Regional Customs Branches, rearranging in a streamlined manner, in line with the new administrative organization model.

According to the Ministry of Finance, the rearrangement of the management area of regional Customs Branches is to suit the implementation practice after localities implement the merger of provincial-level administrative units. At the same time, this organizational model aims to increase the initiative of the Director of the Customs Department in operating and organizing the internal apparatus.
Decision 2019/QD-BTC takes effect from the date of signing. The Director of the Customs Department is responsible for completing the organization and arrangement of regional Customs Branches and units under the Branch to the new areas before July 1, 2025.
