A series of Circulars of the Ministry of Finance were abolished

    The Ministry of Finance has just issued Circular No. 42/2025/TT-BTC, abolishing 16 Circulars in the fields of prices, fees, public services, securities, etc. from August 2, 2025.

    The Ministry of Finance has just issued Circular No. 42/2025/TT-BTC, effective from August 2, 2025, regulating the repeal of all 16 previous Circulars issued by the Minister of Finance.

    The revoked documents include:

    1. Circular No. 31/2014/TT-BTC dated March 7, 2014 guiding administrative sanctions for violations in the field of price management according to Decree No. 109/2013/ND-CP.

    2. Circular No. 56/2014/TT-BTC dated April 28, 2014 guiding the implementation of Decree No. 177/2013/ND-CP on the Law on Prices.

    3. Circular No. 142/2015/TT-BTC dated September 4, 2015 regulating the National Price Database.

    4. Circular No. 153/2016/TT-BTC dated October 20, 2016 amends Circular No. 31/2014/TT-BTC.

    5. Circular No. 233/2016/TT-BTC dated November 11, 2016 amends Circular No. 56/2014/TT-BTC.

    6. Circular No. 280/2016/TT-BTC dated November 14, 2016 stipulates the maximum price of irrigation public products and services.

    7. Circular No. 282/2016/TT-BTC dated November 14, 2016 regulating the price framework for testing plant-based drug testing services.

    8. Circular No. 283/2016/TT-BTC dated November 14, 2016 regulating the price framework for veterinary services and testing of animal drugs.

    9. Circular No. 45/2017/TT-BTC dated May 12, 2017 stipulates the remuneration framework for property auction services according to the Law on Property Auction.

    10. Circular No. 77/2018/TT-BTC dated August 17, 2018 stipulates the method of determining production costs and calculating commodity rice prices.

    11. Circular No. 113/2018/TT-BTC dated November 15, 2018 regulating prices in planning activities.

    12. Circular No. 86/2019/TT-BTC dated December 3, 2019 guiding the determination of starting prices for auctioning the right to exploit road traffic infrastructure assets managed by the State.

    13. Circular No. 08/2020/TT-BTC dated February 18, 2020 stipulates the maximum price of irrigation products and services in Thanh Hoa province.

    14. Circular No. 09/2020/TT-BTC dated February 18, 2020 regulating the price framework for other irrigation products and services.

    15. Circular No. 108/2020/TT-BTC dated December 21, 2020 amends Circular No. 45/2017/TT-BTC.

    16. Circular No. 102/2021/TT-BTC dated November 17, 2021 regulating service prices in the securities sector at securities trading institutions and commercial banks participating in the Vietnamese stock market.

    The repeal of these Circulars aims to synchronize the system of legal documents, eliminate no longer suitable regulations, and contribute to reforming administrative procedures in related fields.
