Information from the People's Committee of Quan Hoa district on October 21, Mr. Nguyen Duc Dung - Chairman of the People's Committee of the district signed a decision to ban the participation in bidding activities of the 559 Construction and Trade Joint Stock Company in the district.
Prohibit 559 Construction and Trade Joint Stock Company (located at Sub-area 2, Mai Chau town, Mai Chau district, Hoa Binh province) from participating in bidding activities within 03 years (from the effective date of the decision) for construction investment projects using State budget capital managed by agencies, departments, branches; People's Committees of communes and towns in Quan Hoa district, organizing contractor selection.
559 Construction and Trading Joint Stock Company has committed fraud, falsified, and distorted information, records, and documents in the bidding for package No. 06: Construction of works and construction insurance under the Bridge and Road Project from Uon village to Pang village, Phu Thanh commune, Quan Hoa district (National target program for sustainable poverty reduction) as prescribed in Point a, Clause 4, Article 16 of Bidding Law No. 22/2023/QH15.
The project to build a bridge and road from Uon village to Pang village, Phu Thanh commune, is an important part of the sustainable poverty reduction program in Quan Hoa district, Thanh Hoa province. The project aims to improve transport infrastructure, making it easier for local people to travel and transport goods, thereby promoting socio-economic development in this area.
The initial estimate for package 06 of the project is about 39 billion VND, with the expected implementation period lasting 365 days from the commencement date. 559 Construction and Trading Joint Stock Company has been approved to win the bid with a contract value of more than 36 billion VND, including the construction of bridges, roads and provision of construction insurance.
However, after the winning bid was announced, another bidder submitted a petition to the authorities, requesting an inspection of the bidding documents of 559 Construction and Trading Joint Stock Company. The petition stated that 559 Construction and Trading Joint Stock Company had falsely declared information about key personnel, including two personnel, Mr. Ngo Van Duong and Mr. Can Manh Quynh. Verification results from the authorities showed that both of these people were not official employees of 559 Construction and Trading Joint Stock Company, violating bidding regulations.
Previously, the Business Finance Magazine also pointed out that the 559 Construction and Trading Joint Stock Company was involved in the Bac Giang province when it blatantly "illegally" exploited more than 2 million cubic meters of soil in Yen The district. This enterprise also consecutively won a series of bid packages with a total value of thousands of billions of VND at a "super-saving" rate.
