The focus of the working program is to prioritize promoting economic growth drivers, accelerating the disbursement of public investment capital and promoting administrative reform.
Mr. Nguyen Khac Toan - Chairman of Khanh Hoa Provincial People's Committee said that in addition to key solutions, the province will also promote policies to support the business community to complete production and business plans.
The province focuses on effectively implementing plans to improve provincial-level indicators: PCI (provincial competitiveness index), PAR Index (administrative reform), DTI (digital transformation), creating openness for investors and businesses.
Khanh Hoa province aims to complete the growth rate in the fourth quarter of 2025 at 11% and the whole year at 8.1% according to Decision 1721/QD-UBND dated October 21, 2025.
To achieve this goal, the province requires continuing to promote production and business in the fields of industry, trade, and services; supporting businesses to expand markets, effectively exploiting free trade agreements (FTAs), developing e-commerce and the digital economy.
The province also directed the implementation of year-end tourism stimulus programs to attract international visitors, strengthen regional linkages and access key markets.
Effectively implement the High-Tech marine farming pilot project; provide technical support, improve productivity and value of agricultural products.
Khanh Hoa Provincial People's Committee requires departments and branches to create more favorable conditions for businesses through preferential policies on taxes and credit; shorten the time to handle administrative procedures, contribute to promoting processing and manufacturing industries to expand investment, increase production capacity, ensure supply of goods for domestic markets and exports.
Along with that, localities should strengthen guidance, inspection, and disease prevention on crops and livestock; limit damage to agricultural production; step up supervision and prevent illegal fishing (IUU).
Khanh Hoa Provincial People's Committee requested departments, branches and localities to resolutely speed up the disbursement of public investment capital, striving to complete 100% of the capital plan for 2025. The focus is on site clearance, ensuring construction materials and speeding up the progress of key transport projects in the province.
Promoting the disbursement of public investment capital is identified as a top political task. The province requires the assignment and personalization of responsibilities to each leader and officer in charge of the project according to the principle of "6 clear": clear people, clear work, clear responsibilities, clear authority, clear time, clear results.
Khanh Hoa province directs to continue to vigorously implement the task of administrative reform, improving the investment - business environment and raising the Provincial Competitiveness Index (PCI).
In 2025, the province aims to cut at least 30% of the time for handling administrative procedures, 30% of compliance costs, 30% of unnecessary business conditions; 100% of administrative procedures related to enterprises are implemented online, smoothly, seamlessly and transparently.
The province requires all administrative procedures to be provided regardless of administrative boundaries within the provincial level; agencies and units strictly implement publicity, transparency and apply the Work Performance Assessment (KPI) toolkit.
