The State Treasury (KBNN) said that as of September 9, 2025, out of a total of 55,965 commune-level units expected to trade, there are still 475 units that have not opened accounts (0.85%) and 1,225 units that have not paid August salary (2.33%).
The main reason is that some communes have not been assigned estimates, have not appointed account holders or chief accountants, leading to uncompleted account opening documents. The shortage of specialized personnel in finance and accounting also causes delays in the payment of salaries to commune-level cadres, civil servants and public employees.
Speaking with Lao Dong on the afternoon of September 12, a representative of the KBNN said that this agency is simultaneously implementing two groups of solutions. For contents not under its authority such as deciding on account holders, chief accountants or allocating estimates according to the resolution of the People's Council of the commune, the Treasury will coordinate with financial agencies and the People's Committee of the commune to soon complete the conditions for opening accounts according to Circular 18/2020/TT-BTC, and at the same time enter the estimate into the TABMIS system to have a basis for spending.
For the contents under its authority, the KBNN is coordinating with the budgeting units to open accounts to promptly complete documents and certificates, transfer public services and make immediate payments. The treasury also coordinates with the financial institution to contribute the temporary budget if the unit does not have an estimate, and directly supports and "hands-on-hands guides" to help commune budget accountants master transaction procedures.
Currently, the units are implementing Official Dispatch 12/CD-KBNN, it is expected that by September 15, there will be a preliminary summary of information on the implementation status, informed the representative of KBNN.
Previously, in Official Dispatch No. 12/CD-KBNN issued on September 10, the KBNN requested directors of regional treasures to speed up the progress of account opening and salary payment, directing the professional department and transaction department to coordinate directly with the commune-level unit to ensure 100% of salary payment before September 15. For units that do not meet the requirements for budget estimates or accounting personnel, the regional treasury must coordinate with the finance department to report to the Provincial People's Committee for direction on final handling.
According to the KBNN, the goal is that all commune-level units will complete account opening and paying August salaries before the deadline, thereby overcoming the delay, ensuring the rights of cadres, civil servants, and public employees and creating a foundation for the two-level local government model to operate stably.
The Ministry of Finance also said that it has requested the KBNN to continue urging localities to complete account opening, salary payment and policies. The State Budget Department is assigned to review, assess funding needs, and propose timely supplementation; the Department of Public Asset Management to increase exploitation and transfer facilities; the Department of Information Technology and Digital Transformation to accelerate system connection, ensure connectivity, and avoid disruption.
