The State Treasury (S treasury) has just issued a telegram to the Directors of the State Departments of the regions and the Head of the State Departments of Transactions to request the dissemination and strict implementation of policies and regimes for retirees according to Decree No. 178/2024/ND-CP, amended and supplemented in Decree No. 67/2025/ND-CP.
The telegram was issued on the basis of Conclusion No. 195-KL/TW dated September 26, 2025 of the Politburo and the Secretariat; Official Dispatch No. 1237/TTg-TCCP dated October 1, 2025 of the Prime Minister; Official Dispatch No. 19/CV-BCD dated September 29, 2025 of the Steering Committee; and Official Dispatch No. 15041/BTC-KTN dated September 27, 2025 of the Ministry of Finance.
According to the direction, the Director of the State Audit Office of the regions is responsible for disseminating and disseminating the above documents to all civil servants under the Professional Department, Transaction Department, and Transaction Board. The dispatch emphasized that the payment of policies and regimes to subjects affected by the organizational arrangement according to Decree 178 (amended in Decree 67) is an important political task, requiring priority in leadership, direction and organization of timely and appropriate implementation.
Urge the budget-using unit to urgently complete the dossier and send it to the State Treasury; Prioritize the processing of payment and payment records to subjects affected by the reorganization of the apparatus according to the provisions of Decree No. 178/2024/ND-CP, absolutely do not let the dossier stagnate beyond the prescribed time limit.
At the same time, civil servants are arranged to work on duty all day Saturday and Sunday (October 11, 12/2025), ensuring that payment and payment work is completed before October 15, 2025 according to the proposal of the budget user.
Coordinate with commercial banks where the KBNN opens an account to ensure smooth and timely payment and payment to beneficiaries.
The KBNN leader emphasized that the head of the unit is responsible if it is late, causing congestion for the unit to use the budget.
