Minister of Home Affairs Pham Thi Thanh Tra - Deputy Head of the Government Steering Committee on the arrangement of administrative units at all levels and the development of a model of organizing local government at both levels has just signed Official Dispatch 19/CV-BCD to ministries, departments, branches and localities on the implementation of Conclusion 195-KL/TW in 2025 of the Politburo and the Secretariat.
Previously, on September 26, 2025, the Politburo and the Secretariat issued Conclusion No. 195-KL/TW on the situation and results of the operation of the apparatus of the political system and local governments at both levels, requiring the completion of policies and regimes according to Decree No. 178/2024/ND-CP (amended and supplemented in Decree No. 67/2025/ND-CP) before October 15, 2025 for cases where a decision on retirement has been issued before August 31, 2025.
To strictly implement the above conclusion, the Government Steering Committee requests ministries, departments, branches and localities to urgently pay policies and regimes for cases that have had a decision to retire before August 31, 2025 according to the guidance of the Ministry of Finance in Document No. 15041/BTC-KTN dated September 27, 2025, ensuring completion before October 15, 2025.
During the implementation process, if there are any difficulties or problems, please give your opinion to the Ministry of Finance for guidance.
The head of the agency, organization or unit shall uphold the sense of responsibility in implementing the payment of policies and regimes; review and review the responsibilities of agencies, organizations, units and individuals in intentional and causing difficulties in late payment of policies and regimes.
Report the results of the implementation of policies and regimes to the Steering Committee (through the Ministry of Home Affairs and the Ministry of Finance) no later than 4:00 p.m. on October 14, 2025 for synthesis and reporting to competent authorities according to regulations.
After the above deadline, if the Steering Committee does not receive reports from ministries, departments, branches and localities, ministries, departments, branches and localities must be responsible to the Politburo and the Secretariat for the results of the implementation of tasks of agencies, organizations and units under their management.
According to the guidance of the Ministry of Finance, for subjects who retire early or quit their jobs according to the provisions of Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP at ministries, ministerial-level agencies, and agencies under the Government; other central agencies that have been approved by competent authorities before August 31, 2025 and have not yet had a source of payment, it is recommended that these agencies urgently review and propose the remaining funding, and send it to the Ministry of Finance before October 1, 2025 to synthesize and submit to competent authorities to supplement funding according to the provisions of law.
For subjects who retire early or quit their jobs according to the provisions of Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP approved by competent authorities in the locality before August 31, 2025, localities proactively use local budget sources and central budget sources that have been supported (if any) to pay according to regulations.
In case of lack of resources, it is recommended that localities send a report to the Ministry of Finance before October 1, 2025 for synthesis and submission to competent authorities for consideration and decision on additional funding according to the provisions of law.
Ministries, ministerial-level agencies, and agencies under the Government; other central agencies; People's Committees of provinces and centrally run cities are responsible for directing financial agencies and budget-using units to urgently arrange sufficient estimates and complete procedures according to regulations to send to the State Treasury for payment and payment to ensure completion before October 15, 2025.
