Deputy Prime Minister Ho Duc Phoc has just signed Official Dispatch No. 180/CD-TTg dated September 30, 2025 of the Prime Minister on handling the problems and difficulties in implementing the two-level local government.
The telegram was sent to: Minister of Finance; Minister of Home Affairs and Chairman of the People's Committees of provinces and cities.
According to the telegram, in recent times, ministries, agencies and localities have actively carried out tasks to deploy the 2-level local government model.
However, there are still some problems, such as: there are still 16,009 real estate facilities that need to be rearranged, 299 communes do not have cars, 18 communes have not opened treasury accounts, 32 communes have not received August 2025 salaries, many communes have not yet arranged chief accountants.
39,746 people have not been paid funding according to the policies prescribed in Decree 178/2024/ND-CP, Decree No. 67/2025/ND-CP of the Government; many decrees and circulars chaired by the Ministry of Finance are still slow to be issued.
Regarding the above issue, the Prime Minister requested the Ministry of Finance to direct strongly and urgently to guide the People's Committees of provinces, cities, the State Treasury and related units according to their assigned functions and tasks to focus on immediately implementing the following tasks:
- Arrange chief accountants of communes, wards and special zones that are still lacking; register to open a salary payment account and make financial payments according to Decree No. 178/2024/ND-CP, Decree No. 67/2025/ND-CP of the Government, complete before October 5.
- Check, direct, and guide the arrangement of working headquarters and public assets to avoid waste; equip cars for communes, wards, and special areas that are still lacking (to be transferred or newly purchased according to regulations).
- Complete the decrees and circulars prepared by the Ministry of Finance to be issued on schedule.
On that basis, the Ministry of Finance shall preside over and coordinate with relevant agencies and localities to synthesize the situation and results of the implementation of the above tasks, and report to the Prime Minister before October 10, 2025.
