The selection of contractors has been given attention, ensuring a competitive, fair and transparent environment; many recommendations are prompt and in accordance with regulations. The work of selecting contractors online is carried out according to the set roadmap and plan. Many projects have been approved for timely final settlement, contributing to speeding up the disbursement of public investment capital plans. Inspection and supervision work has been maintained regularly, thereby pointing out violations and shortcomings that need to be corrected, especially after the conclusions of the auditing and inspection agencies of ministries.
In 2025, the People's Council of Kien Giang province assigned a total public investment capital plan of VND 11,063 billion, VND 2,446 billion higher than the Prime Minister's assigned plan. Up to now, the Provincial People's Committee has assigned in detail VND 8,479 billion, reaching 88.97% compared to the Prime Minister's assigned assignames; reaching 76.65% compared to the Provincial People's Council's assignames.
At the online conference to summarize public investment in 2024 and deploy tasks for 2025 held on the afternoon of March 19, Mr. Nguyen Thanh Nhan - Chairman of Kien Giang Provincial People's Committee - assessed that 2025 is a year with a large amount of work, which needs to break through in directing and operating the socio-economy to complete tasks and targets. Implement the policy of streamlining the apparatus in the spirit of Conclusion No. 127-KL/TW of the Politburo and the Secretariat.
Mr. Nhan suggested that localities stabilize, maintain spirit, focus on performing tasks; proactively develop new plans, not to let the arrangement and streamlining of the apparatus be disrupted, affecting work progress. Districts and cities must review and complete detailed reports on the progress of public investment projects and works by the end of March 2025, and report to the Provincial People's Committee.
The Chairman of the Provincial People's Committee directed to stop the construction of district and commune-level headquarters on the list of planned construction but not yet started construction to assess and direct the smooth implementation of the work of streamlining the apparatus, avoiding wasteful works and using resources that do not meet target requirements.
Focus on completing compensation and site clearance for remaining projects in 2024, to be completed before April 30, 2025. Assign the Department of Agriculture and Environment to proactively establish a Steering Committee at the units to urge and supervise the implementation. Assign the Department of Finance to continue reviewing the public investment plan for 2025, advising the Provincial People's Committee to cut and transfer capital for projects with good disbursement rates.
According to the Chairman of the People's Committee of Kien Giang province, investment preparation is an important task, deciding the completion progress of projects and works. To achieve the results of the 2021 - 2025 medium-term plan, Kien Giang province prioritizes the implementation of projects that have completed investment preparation, compensation, and site clearance; projects and works with high efficiency and feasibility, affecting major economic development, replacing projects with slow implementation and no ability to compensate and clear land.
"To quickly complete investment preparation work, specialized departments and branches must consolidate, report, propose investment policies, design, appraise projects to propose investment decisions; organize construction, select contractors and construction units to meet needs and tasks, have both financial capacity and experience, and construction capacity on schedule, ensuring quality. Departments, branches and localities must be determined, resolute, ensure the plan, be close to the actual situation, organize implementation to promote continuous management, without affecting the 2025 plan", Mr. Nhan emphasized.
