Lao Cai fines Phuc Lam Company 320 million VND for environmental violations

Lao Cai - Phuc Lam Company was fined VND320 million and temporarily suspended from operation due to the construction of a paper factory without an environmental license.

The Department of Agriculture and Environment of Lao Cai province has just issued a decision to administratively sanction Phuc Lam Wood Processing Industry Company Limited (Phuc Lam Company) for implementing the construction of a paper factory without an environmental license as prescribed.

Phuc Lam Company, headquartered in Minh Quan Industrial Park ( Au Lau Ward, Lao Cai Province), with Mr. Nguyen Dinh Phuc as Director, is the investor of the Kraff Phuc Lam Paper Factory Project.

The project is in the group of projects that must have an environmental license issued by the Provincial People's Committee before construction.

However, the enterprise has constructed without a license, violating the provisions of Point c, Clause 3, Article 14 of Decree 45/2022/ND-CP of the Government.

Based on the level of violation, the Department of Agriculture and Environment of Lao Cai province has applied a monetary penalty of VND320 million.

Not only that, the company was suspended from the operation of the waste generating source for 4.5 months to rectify the violation.

The Department requires Phuc Lam Company to strictly comply with the fine payment. In case of late payment, the company will have to pay an additional 0.05% per day calculated on the total amount not yet paid and may be forced to comply according to regulations.
