At the First Extraordinary Session, the 16th National Assembly passed 15 laws and 6 legal normative resolutions.
The policies are issued to promptly solve difficulties and obstacles, promote decentralization and delegation of power, reform administrative procedures, unlock resources, create favorable conditions for people and businesses and improve the effectiveness and efficiency of state management.
The laws span from oil and gas, investment, banking, customs to urban development, defense, publishing, state compensation, grassroots mediation and labor going abroad.
The common point is that the law not only amends regulations for each field, but also aims to handle problems that are being raised in practice such as resource congestion, many layers of procedures, and faster urban development.
In the economic field, the Oil and Gas Law, the Law amending and supplementing a number of articles of the Investment Law and the Law amending and supplementing a number of articles of the State Bank of Vietnam Law, the Law on Anti-Money Laundering and the Law on Credit Institutions all aim to bring resources into the economy faster, while still controlling risks.
The Investment Law has cut 62 conditional business lines and amended 14 lines. The spirit is to strongly shift from pre-inspection to post-inspection, so that businesses have to meet less unnecessary conditions before entering the market.
In the banking sector, the amended law focuses on perfecting the authority of the State Bank, supplementing regulations on beneficial owners, reporting subjects, and suspicious transactions to meet the requirements of money laundering prevention and control.
The law also creates a legal basis for commercial banks to act as agents to manage collateral of corporate bonds, addressing a gap in credit activities.
For oil and gas, the law continues to improve the management model for upstream oil and gas activities with specific characteristics associated with a strict inspection, supervision, and control mechanism.
At the same time, supplementing a number of framework regulations on new investment activities associated with oil and gas activities to create an initial legal basis. Supplementing preferential policies to attract investment in near-border fields, deep-water fields, offshore fields or projects with low economic efficiency.
In the Law amending and supplementing a number of articles of the Customs Law, the Law has simplified inspection and supervision procedures; supplemented the legal basis for managing import and export goods through e-commerce, logistics centers and free trade zones. Instead of controlling all stages at border gates, the law further emphasizes the role of post-customs clearance inspection.
In the Law amending and supplementing a number of articles of 10 laws related to administrative procedures and business conditions in the fields of agriculture and environment, 40 administrative procedures and 40 business conditions have been reduced, and 12 procedures have been simplified.
Along with that, 24 procedures are delegated from the Ministry of Agriculture and Environment to the Chairman of the Provincial People's Committee, helping localities handle things within their capabilities instead of pushing dossiers to the central government.
