On June 1, 2026, at the Banking Academy, the State Bank of Vietnam (SBV) organized the Opening Ceremony of the "Leadership Training Course for State Bank of Vietnam Regional Branch".
Speaking at the opening and directing ceremony, Comrade Pham Duc An, Member of the Party Central Committee, Secretary of the SBV Party Committee, Governor of the SBV emphasized that personnel work has always been identified by the Party as a key stage of Party building and the political system.
According to the Governor, building a contingent of cadres with sufficient capacity, qualities, and prestige, meeting task requirements, is a task that is both long-term strategic and of urgent significance in the current period.

At the same time, the contingent of cadres must meet the requirements of their working positions, and have sufficient capacity to effectively solve assigned tasks. In the new context, the requirements for work efficiency and task performance are increasingly being emphasized, requiring the leadership and management team to constantly improve their qualifications, capacity and sense of responsibility.
Governor Pham Duc An said that the Banking sector is facing many new requirements and tasks as the domestic and international economies continue to be complex. This requires leaders and managers at all levels to regularly update knowledge, improve their capacity to analyze, forecast, manage and organize task implementation.
Assessing the leadership training class of the State Bank of Vietnam regional branch, the Governor said that the training program is built in the direction of linking theory with practice, focusing on updating core contents related to institutions, central bank operations, policy management, digital transformation, management work and leadership skills. The topics will be directly exchanged and shared with students by the SBV Board of Directors, leaders of units under the SBV and experts.
At the ceremony, the Governor also informed about some key tasks of the Banking sector, difficulties and challenges posed in the current period and development orientations in the coming time.
At the same time, he emphasized the requirement to continue to improve state management capacity, strengthen monitoring, analysis, and forecasting, ensuring the effective implementation of assigned goals and tasks, contributing to macroeconomic stability and supporting socio-economic development.
For the SBV regional branch model, the reorganization of the SBV regional branch system sets new requirements for the leadership team in performing the function of state management of money, banking operations and foreign exchange in the area. Therefore, the position, role and responsibility of the SBV regional branch are also enhanced, requiring the leadership team to be more proactive in advising, coordinating and implementing tasks.
The Governor requested the SBV Regional branch to continue to strengthen coordination with local Party committees, authorities and relevant agencies in the area; perform the functions of the SBV central bank as authorized; proactively exchange information, propagate and disseminate policies to create consensus, contributing to improving the effectiveness of implementing the guidelines and policies of the Banking sector in the locality.
At the same time, each unit needs to promote its leading role in grasping the situation of banking and socio-economic activities in the area to promptly advise and propose appropriate solutions.
In addition, inspection, examination, and supervision work continues to be one of the key tasks of the SBV Regional branch. Accordingly, units need to improve the capacity to identify and assess risks, strengthen early warning, proactively grasp developments in the area and promptly report arising issues. The goal is to contribute to ensuring safe and effective banking operations, and effectively perform the state management role of the SBV in the area.
The Governor also requested the leaders of the SBV branch in the region to continue to promote their role as the "extended arm" of the SBV Central Bank in the area; proactively grasp the situation, promptly reflect difficulties and obstacles from practice to serve the work of building and perfecting mechanisms and policies. At the same time, units need to improve their sense of responsibility, strengthen coordination, ensure smooth information, contributing to the effective implementation of state management tasks on money and banking operations in the locality.
Representing the trainees attending the ceremony, Comrade Ta Thanh Long, Director of SBV Branch Area 12, expressed his gratitude to the SBV Board of Directors, the Department of Organization and Personnel and related units for developing a practical and meaningful training program for the leadership and management team of SBV Branch Area.
Comrade Ta Thanh Long said that the students determined that this is not only an opportunity to update knowledge but also an opportunity to exchange experiences, improve leadership and management capacity, meet task requirements in the new situation; and committed to participating in the course with a serious, responsible and receptive spirit.
